Dear Mr. Vinson,
PIease be advised that ongoing remedial action is being taken to correct the deficiency and
multiple violations in the collection system resulting in the referenced NOV received May 15,
2020. Please note each incident as reported in BIMS.
The incident locations associated with the Belmont Pump Station; Stark Drive and W. 3" Street,
Land St., W. 3' and Rapids St., and W. 1" and Franklin St., are well chronicled in BIMS Reports
and previous written responses. Several projects have been undertaken during the past which
were designed to find sources of I & I and appropriately fix and seal the system to minimize and
eliminate SSOs. The most recent such effort was performed under State Project Number
CS370449-07. In conjunction these projects have successfully reduced the frequency, duration
and intensity of corresponding SSOs but have not eliminated SSOs in the Belmont Pump Station
system. Compare, for example, Incident # 18665 (one of three spills at that location in 2003)
with Incident # 202000461 (the only spill at that location in 2020); #18665 spilled 33,600 gallons
during 55:35 hours while 4202000461 spilled 13,500 gallons for 15 hours. Both Incidents were
described as Heavy Rain Events. We also note that BIMS Report SPECIFIC location of the SSO
"MH54", "Land Street", "41h and Laurel", and "Belmont Pump station" all reference the SSO
location MH54. There have been four other spills at this Iocation since 2014.
Moving forward RRSD held a scoping meeting with its consultant on Tuesday, July 21 to look at
the next steps necessary to eliminate SSOs arising from the Belmont Pump Station system. This
project will evaluate the benefits of monitoring, flow equalization, capacity upgrade and
inspection of all line segments for obstructive conditions. Depending on complexity and funding
availability we anticipate completion of all work within the next 18 to 36 months.

We trust our actions are deemed adequate and prudent and will result in a favorable penalty
assessment in order that more local funds may be committed to a mutually satisfactory resolution
