State Project No. 8.2271201 Federal-Aid Project No. - BRZ-1120(4) ,t ?t A. Project Description: The project will consist of replacing Bridge No. 9 on SR 1120 over Long Creek in Pender County. The existing structure will be replaced with a new bridge approximately 70 meters (230 feet) in length at approximately the same location and roadway elevation as the existing bridge. The bridge width will be a total of 9.2 meters (30 feet), which will provide two 3.6 meter (12 foot) lanes with 1 meter (3 foot) offsets. Approach work will consist of resurfacing and widening the roadway to two 3.6 meter (12 foot) lanes with 2.4 meter (8 foot) shoulders, and installing guardrail where appropriate. The project length will be approximately 137 meters (450 feet). Traffic will be detoured along surrounding roads during construction. B. Purpose and Need: Bridge No. 9 has a sufficiency rating of 13 out of 100. The structure is a two lane bridge with 7.3 meters (24 feet) of bridge roadway width. Modern design standards specify a bridge width of 9.2 meters (30 feet). The bridge is posted with a weight restriction of 14 tons for all vehicles. The "Do-nothing" alternate is not practical, requiring the eventual closing of the road as the existing bridge completely deteriorates. Rehabilitation of the existing deteriorating bridge is neither practical nor economical. For these reasons, Bridge No. 9 needs to be replaced. C: Proposed Improvements: The improvements which apply to the project are circled: Tyne II Improvements Modernization of a highway by resurfacing, restoration, rehabilitation, reconstruction, adding shoulders, or adding auxiliary lanes (e.g., parking weaving, turning, climbing). a. Restoring, Resurfacing, Rehabilitating, and Reconstructing pavement (3R and 4R improvements) b. Widening roadway and shoulders without adding through lanes c. Modernizing gore treatments d. Constructing lane improvements (merge, auxiliary, and turn lanes) e. Adding shoulder drains f. Replacing and rehabilitating culverts, inlets, and drainage pipes, including safety treatments g. Providing driveways pipes h. Performing minor bridge widening ( less than one through lane) 2. Highway safety or traffic operations improvement projects including the installation of ramp metering control devices and lighting. a. Installing ramp metering devices b. Installing lights c. Adding or upgrading guardrail d. Installing safety barriers including Jersey type barriers and pier protection e. Installing or replacing impact attenuators f. Approvals for changes in access control. 2 .I Construction of new bus storage and maintenance facilities in areas used predominantly for industrial or transportation purposes where such construction is consistent with existing zoning and located on or near a street with adequate capacity to handle anticipated bus and support vehicle traffic. 9. Rehabilitation or reconstruction of existing rail and bus buildings and ancillary facilities where only minor amounts of additional land are required and there is not a substantial increase in the number of users. 10. Construction of bus transfer facilities (an open area consisting of passenger shelters, boarding areas, kiosks and related street improvements ) when located in a commercial area or other high activity center in which there is adequate street capacity for projected bus traffic. 11. Construction of rail storage and maintenance facilities in areas used predominantly for industrial or transportation purposes where such construction is consistent with existing zoning and where there is no significant noise impact on the surrounding community. 12. Acquisition of land for hardship or protective purposes, advance land acquisition loans under section 3 (b) of the UMT Act. Hardship and protective buying will be permitted only for a particular parcel or a limited number of parcels. These types of land acquisition will not limit the evaluation of alternatives, including shifts in alignment for planned construction projects, which may be required in the NEPA process. No project development on such land may proceed until the NEPA process has been completed. D. Special Project Information Environmental Commitments: All standard procedures and measures will be implemented to avoid or minimize environmental impacts. All practical Kest Management Practices (BMP's) will be included and properly maintained during project construction. In accordance with the provisions of Section 404 of the Clean Water Act (33 U.S.C. 1344), a permit will be required from the Corps of Engineers for the discharge of dredged or fill material into "Waters of the United States." North Carolina Division of Environmental Management (DEM) Section 401 Water Quality General Certification will be obtained prior to issue of the Army Corps of Engineers Nationwide Permit # 23. During construction, NCDOT will follow the measures noted in the U. S. Fish and Wildlife Service paper titled, "Precautions for General Construction in areas which may be used by the West Indian Manatee." These guidelines are attached to this document. In the event that a manatee is observed during construction, a section 7 consultation with the Fish and Wildlife Service would be initiated to resolve concerns over the species. The "Draft Guidelines for Anadromous Fish Passage at Highway Crossings" will be followed throughout construction. The guidelines include minimization of in- stream activities in the months of March, April, and May. The complete guidelines are attached to this document. Threshold Criteria If any Type II actions are involved in the project, the following evaluation must be completed. If the project consists only of Type I improvements, the following checklist does not need to be Completed. Additional Documentation Required for Unfavorable Responses in Part E Question 2: A biological conclusion of NO EFFECT was found for the West Indian Manatee. This conclusion is based on the commitment that during construction, NCDOT will follow the precautionary measures noted in the USFWS paper titled, "Precautions for General Construction in areas which may be used by the West Indian Manatee." These guidelines are attached to this document. Question 3: Because of its location and morphological characteristics, Long Creek contains anadromous fish spawning habitat. To protect this habitat, the "Draft Guidelines for Anadromous Fish Passage at Highway Crossings" will be followed. These guidelines are attached to this document. 8 G. We reported our available information on historic architectural and archaeological surveys and resources along with our recommendations. NCDOT provided project area photographs and aerial photographs at the meeting. Based upon our review of the photographs and the information discussed at the meeting, we offer our preliminary comments regarding this project. In terms of historic architectural resources, we are aware of no historic structures located within the area of potential effect. We recommend that no historic architectural survey be conducted for this project. There are no known archaeological sites within the proposed project area. Based on our present knowledge of the area, it is unlikely that any archaeological resources which may be eligible for inclusion in the National Register of Historic Places will be affected by the project construction. We, therefore, recommend that no archaeological investigation be conducted in connection with this project. Having provided this information, we look forward to receipt of either a Categorical Exclusion or Environmental Assessment which indicates how NCDOT addressed our comments. The purpose of this document is to provide guidance to the North Carolina Department of Transportation to ensure that replacement of existing and new highway stream crossing structures will not impede the movement of Anadromous Fish. Applicable When: o Project is in the coastal plain defined by the "Fall Line" as the approximate western limit (see attached figure). o For perennial and intermittent streams delineated on USGS 7.5 minute quadrangle maps. General Guidelines: o Minimize instream activities during the spring migration period. Technical Guidelines: o In all cases, the width, height and gradient of the proposed opening shall be such as to pass the average historical spring stream flow without adversely altering stream velocities at the crossing. (Reference, "Fisheries Handbook of Engineering Requirements and Biological Criteria", Bell 1973, for fish swimming limitations.) o The invert of culverts shall be set at least one foot below the natural stream bed. o Crossings of perennial streams serving watersheds greater than one square mile, having adjacent natural banks utilized by terrestrial wildlife, shall provide a minimum of four (4), feet of additional opening width (measured at spring flow elevation) to allow for wildlife passage. PROJECT SUMMARY: N.C.D.O.T. proposes to replace the existing bridge over Long Creek on SR 1120 in Pender County with a new bridge. N.C.D.O.T./Bridge #9 Page 2 9. PROJECT DESCRIPTION The project site is the existing bridge crossing (Bridge #9) of Long Creek on SR 1120, approximately eight miles west of Burgaw in Pender County. Long Creek is a tributary of NE Cape Fear River and its mouth is approximately 13 miles downstream from the project site. Within the creek's floodplain, cypress/gum swamp and low woodlands extend above and below the bridge site. Long Creek is designated as Inland Waters by the N.C. Division of Marine Fisheries/N.C. Wildlife Commission. The N.C. Division of Environmental Management classifies the river as C-Sw. The existing bridge is 188 feet long and 24 feet wide with a navigational clearance of 4.8 feet. Water depths at the existing crossing are seasonal with an average depth of approximately 4.4 feet. The N.C.D.O.T. proposes to replace the existing bridge, in the same alignment and within the existing right of way, with a new bridge. The existing bridge has eleven spans totaling 188 feet in length. The deck and bridge railings are composed of concrete which is supported by a timber substructure (10 wooden bents). The applicant is proposing to remove the concrete rails and deck by sections. Once removed, the ten wooden bents will be slid out in their entirety. The new bridge will only require four wooden bents for support and they will be constructed from the new bridge as each cored slab is completed. Therefore, no causeway will be required. The dimensions of the new bridge will be 230 feet long and 30 feet wide. It will consist of two 12 foot travel lanes with 3 foot offsets. Navigational clearance of the new bridge will remain at 4.8 feet. Proposed approach work to the bridge will consist of resurfacing and widening the roadway to two twelve-foot travel lanes with eight foot shoulders and installing guardrails where appropriate. Class I riprap will be utilized at the waterward base of the approaches in order to stabilize fill material. Stormwater runoff from the bridge will be handled by corrugated steel pipe and funneled to Class B riprap impoundments placed on both sides of each approach to the bridge for the purpose of dissipating water flow and allowing gradual sheetflow. The entire length of the proposed project is approximately 450 feet. Traffic is proposed to be detoured to existing roads during construction of the new bridge. 10. ANTICIPATED IMPACTS The project will require the filling of approximately/0. cres of wetland ccording to the applicant, the fill will be necessary in order to widen the approaches to ri ge in accordance with ASHTO standards. These wetlands will be located at the toe of the slope of the approach areas. A site visit has led to the conclusion that all of the proposed wetland fill would be within previously disturbed areas. The project will also involve mechanized clearing of approximately 0.30 acres of land adjacent to the slope. The applicant reports the clearing to be a necessary action, but has overestimated the size of the impact to allow for a worse case scenario and figures the impact from clearing to be actually less than 0.30 acres. Since the project is within the same corridor as the existing bridge and will require no temporary bridge, no additional incorporation of wooded swamp wetlands are anticipated. Surface water impacts should be limited to those created from removal of the old bents and construction of the new bents. The project N.C.D.O.T./Bridge #9 Page Three should not significantly impact navigation, since there is no reduction of the existing clearance between the existing bridge and the proposed bridge. The reduction of bridge supports in the creek would provide more available area for boat passage. Temporary disruption of the stream bed and some short-term turbidity is expected during construction, but should not present any long-term adverse impacts. Because of the close proximity to wetlands and the creek, there is the potential for accidental deposition of earthen material and/or construction debris into these fragile areas. Strict monitoring and maintenance of sedimentation and erosion control structures are mandatory during construction. The proposed project appears to represent a safe, prudent and environmentally sound method of replacing an inadequate bridge for the purpose of maintaining safe traffic operations. No. B-2854. Attached is the CAMA Major Permit application for the subject project. NCDOT proposes to replace the existing bridge with a new structure approximately 230 feet (70 meters) in length on the same location and elevation. The new bridge will be a total of 30 feet (9.2 meters) wide, which will provide two 12 foot travel lanes with 3 foot offsets. Approach work will consist of resurfacing and widening the roadway to two 12-foot travel lanes with 8 foot shoulders and installing guardrail where appropriate. The project length will be approximately 450 feet (137 meters). Traffic will be detoured onto existing roads during construction. This project is described in a Categorical Exclusion Action Classification Form, signed by the Federal Highway Administration on May 12, 1997. Environmental Commitments The following Environmental Commitments were agreed upon to avoid and minimize impacts to natural resources or are included in the permit conditions: • During construction, NCDOT will follow the measures noted in the U. S. Fish and Wildlife Service (FWS) paper titled, "Precautions for General Construction in areas which may be used by the West Indian Manatee." These guidelines are attached to this application. In the event that a manatee is observed during construction, a Section 7 Consultation with the FWS will be initiated to resolve concerns over the species. The guidelines include minimization of in-stream activities in the months of March, April, and May. The complete guidelines are attached to this document. No work in Long Creek will be allowed between March 15 and June 15 during the life of this project. Jurisdictional Impacts Wetlands. The project is expected to permanently fill 0.34 acre of wetland as a result of widening the approaches in accordance with ASHTO standards. The wetlands are at the toe of slope on either side of the roadway, so this is an unavoidable impact. In addition, the permit application lists 0.30 acre of impact due to mechanized clearing. This figure assumes a 10-foot wide clearing swath adjacent to the fill slope. This is an overestimate by NCDOT. Mechanized clearing will be necessary on this project, however not to the extent indicated and reported in the permit drawings. It is impossible to predict exactly where and if it will be necessary to clear up to 10 feet beyond the fill slope until project construction begins, but in most cases it will be less than 10 feet. Therefore, mechanized clearing impacts will be less than the 0.30 acre. NCDOT believes it has taken all practical measures to avoid and minimize wetland impacts. Therefore, no mitigation is proposed for this project. Typically, NCDOT would consider revegetating the mechanically cleared area, however due to the saturated conditions that persist year round, few tree and shrub species would survive. Those species that tolerate these conditions, such as cypress, are already abundant and are expected to provide an adequate seed source. Surface Waters. Bridge No. 9 has eleven spans totaling 188 feet in length. The deck and bridge railings for the superstructure are composed of concrete. The substructure is composed of timber. Once the rails are removed, the deck, totaling 72 yd', will be removed by sections. Lastly, the 10 wooden bents supporting the current bridge will be slid out in their entirety. The new structure will only require 4 bents for support. These will be constructed from the new bridge as a each section of the cored slabs are completed, therefore no causeways will be required. Please note the excavation shown on sheet 7 of 8 is excavation of existing road fill only and has no jurisdictional impact. As a result, the only surface water impacts will occur from removal of the old bents and construction of the new ones. It is anticipated that a CAMA Major permit will authorize these activities. Accordingly, a $250.00 check is enclosed to cover the CAMA processing fee. The adjacent property owners have been provided with a copy of this application and given a list of personnel they can contact for additional information. V, N.C.D.O.T./Bridge #9 Page 2 9. PROJECT DESCRIPTION The project site is the existing bridge crossing (Bridge #9) of Long Creek on SR 1120, approximately eight miles west of Burgaw in Pender County. Long Creek is a tributary of NE Cape Fear River and its mouth is approximately 13 miles downstream from the project site. Within the creek's floodplain, cypress/gum swamp and low woodlands extend above and below the bridge site. Long Creek is designated as Inland Waters by the N.C. Division of Marine Fisheries/N.C. Wildlife Commission. The N.C. Division of Environmental Management classifies the river as C-Sw. The existing bridge is 188 feet long and 24 feet wide with a navigational clearance of 4.8 feet. Water depths at the existing crossing are seasonal with an average depth of approximately 4.4 feet. The N.C.D.O.T. proposes to replace the existing bridge, in the same alignment and within the existing right of way, with a new bridge. The existing bridge has eleven spans totaling 188 feet in length. The deck and bridge railings are composed of concrete which is supported by a timber substructure (10 wooden bents). The applicant is proposing to remove the concrete rails and deck by sections. Once removed, the ten wooden bents will be slid out in their entirety. The new bridge will only require four wooden bents for support and they will be constructed from the new bridge as each cored slab is completed. Therefore, no causeway will be required. The dimensions of the new bridge will be 230 feet long and 30 feet wide. It will consist of two 12 foot travel lanes with 3 foot offsets. Navigational clearance of the new bridge will remain at 4.8 feet. Proposed approach work to the bridge will consist of resurfacing and widening the roadway to two twelve-foot travel lanes with eight foot shoulders and installing guardrails where appropriate. Class I riprap will be utilized at the waterward base of the approaches in order to stabilize fill material. Stormwater runoff from the bridge will be handled by corrugated steel pipe and funneled to Class B riprap impoundments placed on both sides of each approach to the bridge for the purpose of dissipating water flow and allowing gradual sheetflow. The entire length of the proposed project is approximately 450 feet. Traffic is proposed to be detoured to existing roads during construction of the new bridge. 10. ANTICIPATED IMPACTS The project will require the filling of approximately 0.34 acres of wetlands. According to the applicant, the fill will be necessary in order to widen the approaches to the bridge in accordance with ASHTO standards. These wetlands will be located at the toe of the slope of the approach areas. A site visit has led to the conclusion that all of the proposed wetland fill would be within previously disturbed areas. The project will also involve mechanized clearing of approximately 0.30 acres of land adjacent to the slope. The applicant reports the clearing to be a necessary action, but has overestimated the size of the impact to allow for a worse case scenario and figures the impact from clearing to be actually less than 0.30 acres. Since the project is within the same corridor as the existing bridge and will require no temporary bridge, no additional incorporation of wooded swamp wetlands are anticipated. Surface water impacts should be limited to those created from removal of the old bents and construction of the new bents. The project N.C.D.O.T./Bridge #9 Page Three A . should not significantly impact navigation, since there is no reduction of the existing clearance between the existing bridge and the proposed bridge. The reduction of bridge supports in the creek would provide more available area for boat passage. Temporary disruption of the stream bed and some short-term turbidity is expected during construction, but should not present any long-term adverse impacts. Because of the close proximity to wetlands and the creek, there is the potential for accidental deposition of earthen material and/or construction debris into these fragile areas. Strict monitoring and maintenance of sedimentation and erosion control structures are mandatory during construction. The proposed project appears to represent a safe, prudent and environmentally sound method of replacing an inadequate bridge for the purpose of maintaining safe traffic operations. No. B-2854. Attached is the CAMA Major Permit application for the subject project. NCDOT proposes to replace the existing bridge with a new structure approximately 230 feet (70 meters) in length on the same location and elevation. The new bridge will be a total of 30 feet (9.2 meters) wide, which will provide two 12 foot travel lanes with 3 foot offsets. Approach work will consist of resurfacing and widening the roadway to two 12-foot travel lanes with 8 foot shoulders and installing guardrail where appropriate. The project length will be approximately 450 feet (137 meters). Traffic will be detoured onto existing roads during construction. This project is described in a Categorical Exclusion Action Classification Form, signed by the Federal Highway Administration on May 12, 1997. . Environmental Commitments The following Environmental Commitments were agreed upon to avoid and minimize impacts to natural resources or are included in the permit conditions: During construction, NCDOT will follow the measures noted in the U. S. Fish and Wildlife Service (FWS) paper titled, "Precautions for General Construction in areas which may be used by the West Indian Manatee." These guidelines are attached to this application. In the event that a manatee is observed during construction, a Section 7 Consultation with the FWS will be initiated to resolve concerns over the species. US LOCATION: TRANSPORTATION BUILDING 1 SOUTH WILMINGTON STREET RALEIGH, NC R, • The "Draft Guidelines for Anadromous Fish Passages at Highway Crossings" will be followed throughout construction. The guidelines include minimization of in-stream activities in the months of March, April, and May. The complete guidelines are attached to this document. • No work in Long Creek will be allowed between March 15 and June 15 during the life of this project. Jurisdictional Impacts Wetlands. The project is expected to permanently fill 0.34 acre of wetland as a result of widening the approaches in accordance with ASHTO standards. The wetlands are at the toe of slope on either side of the roadway, so this is an unavoidable impact. In addition, the permit application lists 0.30 acre of impact due to mechanized clearing. This figure assumes a 10-foot wide clearing swath adjacent to the fill slope. This is an overestimate by NCDOT. Mechanized clearing will be necessary on this project, however not to the extent indicated and reported in the permit drawings. It is impossible to predict exactly where and if it will be necessary to clear up to 10 feet beyond the fill slope until project construction begins, but in most cases it will be less than 10 feet. Therefore, mechanized clearing impacts will be less than the 0.30 acre. NCDOT believes it has taken all practical measures to avoid and minimize wetland impacts. Therefore, no mitigation is proposed for this project. Typically, NCDOT would consider revegetating the mechanically cleared area, however due to the saturated conditions that persist year round, few tree and shrub species would survive. Those species that tolerate these conditions, such as cypress, are already abundant and are expected to provide an adequate seed source. Surface Waters. Bridge No. 9 has eleven spans totaling 188 feet in length. The deck and bridge railings for the superstructure are composed of concrete. The substructure is composed of timber. Once the rails are removed, the deck, totaling 72 yd;, will be removed by sections. Lastly, the 10 wooden bents supporting the current bridge will be slid out in their entirety. The new structure will only require 4 bents for support. These will be constructed from the new bridge as a each section of the cored slabs are completed, therefore no causeways will be required. Please note the excavation shown on sheet 7 of 8 is excavation of existing road fill only and has no jurisdictional impact. As a result, the only surface water impacts will occur from removal of the old bents and construction of the new ones. It is anticipated that a CAMA Major permit will authorize these activities. Accordingly, a $250.00 check is enclosed to cover the CAMA processing fee. The adjacent property owners have been provided with a copy of this application and given a list of personnel they can contact for additional information. Copies of the letters sent to property owners and certified mail receipts are attached. The signed return receipts from these property owners will be forwarded to you as soon as possible. By copy of this letter, a request is also made to the Corps of Engineers for issuance of a new Nationwide Permit No. 23. The Army Corps of Engineers issued a Nationwide Permit No. 23 (Action ID No. 200000506), dated February 10, 2000, to authorize construction of this project. Notification to DWQ is required to disturb these wetlands. We have no record of this notification. In addition, the N.C. General Assembly enacted a new law effective January 1, 1999 which requires fees for 401 Water Quality Certifications. If the impact is equal to or less than one acre of wetland (or waters) or 150 feet of streams, payment of $200.00 is required. If the proposed fill exceeds these thresholds; the fee is $475.00. It was decided at this site review that the Long Creek Bridge Mitigation Site could be closed and monitoring discontinued.
