The North Carolina Department of Transportation (NCDOT) Ferry Division is requesting
permission to dredge the Southdock ferry basin within the moratorium period of April 01-
September 30, 2020. The mouth of the basin is beginning to display signs of shoaling that could
potentially be severe enough to impact the safety of those aboard the ferries, including the
traveling public. The US Coast Guard recently started requiring COIs for our existing tugboats,
which are needed to mobilize the dredge, and they cannot obtain these certifications in their
current condition. Since our new tugs are scheduled to be delivered at the end of August 2020, we
are planning to wait on their arrival rather than making any repairs to the existing ones. Although
our dredge needs to get to the Shipyard for maintenance asap, it is currently moored at the
Southdock ferry terminal so we would like to complete this small dredging project prior to
removing it from the area. If any other unforeseen circumstances prevent this project from
beginning within the first couple weeks of September, we will just wait until the moratorium is no
longer in effect come October before doing any dredging.
We are asking for authorization to dredge within the Southdock ferry basin within the moratorium
period. We are tentatively planning for work to start in early September 2020 and continue until
late September 2020. A location map has been attached for reference. Requests to dredge past the
deadline were sent to both the NMFS and the NC DMF and their responses have been included
with this letter.
