Your request states the dredging will take one week for completion and is scheduled for either the first or second week of August. The NMFS has no objection to the extension being granted to allow for this one week window. Extensions for this project have been approved for both May 1 and June 30th dredging dates. While certain circumstances surrounding COVID- 19 have been unavoidable, the NMFS continues to strongly encourage projects to stay within dredge windows to avoid potential impacts to EFH habitat and protected species in the area. The NC DOT Dredge Manteo ended up staying out and dredging the South Ferry Channel for Dare County longer than planned before having mechanical issues and having to pull off of the project. Dare County took care of the moratorium relief requests for this as the work was done under their permits. There are no plans to go back to South Ferry or the old ferry channel that was mentioned in the April request. This basin is last dredging we plan to do in the area for the foreseeable future. The mouth of the basin is beginning to display signs of shoaling that could potentially be severe enough to impact the safety of those aboard the ferries, including the traveling public. The dredge is currently out of service for repairs but it should be operational within a couple of weeks. If the NMFS and the NC DMF grant permission to dredge within the basin we would then request authorization from the US ACE and the DCM. If all approvals are received, NC Ferry would plan to begin work the first or second week of August. The work would take approximately one week. I have attached a survey of the basin for reference. It is from February 2020 so it does not display the current levels of encroachment adequately. However, a new survey is scheduled to be take place within the next two weeks and can be provided upon its receipt. Please let me know if you need any additional information.
