I met with Aubrey Deaver Jr. and Logan (both are maintenance personnel for A&D Water Service) for the inspection. I received copies of the Operation and Maintenance Plan and the Spill Response Plan through Patty Carland at the A&D Water Service office. These documents are brief and lacking in detail. Ms. Carland also provided the flyer mailed out for the Grease education and the time of the last mailing to residents (10 months ago). I recommend adding information about flushable wipes and other rags to the grease education since the WWTP seems to be overwhelmed with wipes at the headworks. The High Vista Falls collection system map does not include the extension to the Lodge at Mills River Health and Rehabilitation. There is a separate blueprint showing planned sewer lines for the extension, but no as-built drawings. The right of way from the WWTP to Hwy 191 has been cleared adequately and all manholes are accessible in that stretch. We inspected multiple manholes in an attempt to trace I&I sources. There had been high amounts of rainfall in the days just prior to this inspection, so it was likely some I&I sources were still active. We checked the northern trunklines that run along Vista Falls Rd and Fairway Falls Rd. Along the Fairway Falls Rd trunkline we discovered a possible I&I issue. The manhole at 2 Round Robin Lane had very low flow and 2 manholes downstream the flow was much greater, with only 5 or 6 houses between the checkpoints. The manhole between those two was buried in a yard. This stretch of line should be inspected with cameras and/or line smokers to discover the cause of the I&I. Inspections and repairs need to be made throughout the collection system to reduce I&I. The WWTP is overloaded with flow during rain events, receiving up to 80,000 gpd which is nearly double the design flow of the plant and about double the WWTP flow during periods without rainfall. The average flow through the WWTP in 2019 was approximately 100 percent of the design flow and the wastewater was not able to be sufficiently treated for many months of the year. Until the average flows to the WWTP can come down substantially so that the wastewater can be sufficiently treated, the sewer tap moratorium must remain in place. Water usage rates were reviewed for the High Vista Falls community as well as the Lodge at Mills River Health and Rehabilitation. In the last two years water usage has increased about 4000 gpd from the High Vista Falls community. Eight new water/sewer users have been added to the High Vista Falls community since 2018, which explains part of the increased water usage. The water usage has not changed from the Lodge at Mills River Health and Rehabilitation since 2018. They need to be mailed out every 6 months and I recommend adding information about flushable wipes since the WWTP seems to received a high quantity of rags. For public systems, is there a Grease Control Program via an ordinance/agreement? If Yes, does it require grease control devices at applicable locations? Is the Grease Control Program enforced via periodic inspections/records review? Is action taken against violators?
