1. USACE is processing a Section 10 permit application to facilitate the re -location of a power line near the southern
end of the Rodanthe Bridge (under construction) . It will involve floating a power conduit (approximately 700 feet in
length) beneath the bridge and feeding the conduit back ashore over a 3-day period. Given the potential impact on
marine navigation the USACE is requesting CG review and comment on the Section 10 application. I am forwarding this
to Sector WWM.

Mr. Pitts,
During a permitting discussion for the power line relocation to the new bridge in Rodanthe, the Corps requested that we
coordinate with USCG on the potential impacts to navigation. The powerline relocation will include a directional bore
from high ground near the existing NC 12 roadway to an underground vault in the wetlands near the southern end of
the bridge. Over 800' of conduit pipe will need to be laid out near the existing underground vault under the bridge prior
to the underground bore. Due to limited space in that area, the intent is to temporarily float the pipe into the Pamlico
Sound. The capped HDPE pipe will float on its own and be tied off to the existing bridge piles in the water to prevent it
from moving. The pipe will only be floating in the Sound during the directional bore operation and not for an extended
period of time.
I've attached the erosion control plans that depict the directional bore operation. Sheets ESCPS and ESCP6 show the
HDPE pipe floating under the new bridge spans. NCDOT requests any comments from USCG on this part of the
