We met with Davis James (ORC), Juanita James, and two employees from Fletcher Academy. The clarification lagoons were covered with duckweed. Removal of the duckweed could help with treatment of the wastewater. Flow proportional composite sampling is required for several parameters, but only grab sampling is being performed. Juanita claims a former inspector, Don Price, authorized this method of sampling for all parameters. I could not find any evidence of such permission granted. NC0036641 17 (Cont.) The DO was measured at 6.8 mg/L and pH was 7.2 in the first aerated cell. The DO was <0.5 mg/L and the pH was 6.9 in the last clarification cell.
