SUBJECT: Northampton County, Repairs to SR 1362 and Replacement of Bridge No.
40 over Kirby's Creek.
The North Carolina Department of Transportation is planning to repair damage, caused
by Hurricane Floyd. to SR 1362 in Northampton County. SR 1362 was washed out
completely in several places. Additionally, bridge number 40 was heavily damaged and
must be replaced. Repairs will include the restoration of the roadway fill section and
replacing bridge number 40 over Kirby's Creek.
Please be advised that all repairs Nyill be made within the historic footprint of SR 1362
where practical. However, the recommended replacement structure for the bridge over
Kirby's Creek is larger than the existing stricture. The current structure is located
between two curves. The placement of a longer structure between two existing curves
will necessitate a slight re-alignment of SR 1362 in the vicinity of the bridge. The pre-
storm and the proposed toe of slopes are designated on the attached permit drawings.
The slightly expanded fill slope will impact approximately 0.05 acres of jurisdictional
waters of the United States. On the north side of SR 1362 the jurisdictional wetlands
(0.023 ac) occur within a maintained utility corridor and are relatively devoid of

vegetation. The vegetative community is dominated by greenbriar (Smilax sp.). On the
south side of SR 1362 the wetlands (0.027 ac) are dominated by bald cypress (Taxodium
distichum), red maple (Ater rubrum), and greenbriar.
Construction will begin immediately upon authorization from the regulatory agencies and
will last approximately 6 months. Please note that any fill material washed off of the
original fill slope will be recovered to the extent practical.
The NCDOT has coordinated with the State Historic Preservation Office to insure that no
historic or architectural resources will be impacted by the project. The SHPO has give
verbal concurrence that the project will not impact historic or architectural resources.
Written concurrence is expected in the near future. Written concurrence will be
forwarded as soon as it is received. In the interest of time, the NCDOT urges you to call
the SHPO to confirm this. Additionally, the proposed repairs will not impact any
federally protected species. The USFWS lists two federally protected species, the bald
eagle (Healiaeetus leucoccephalus) and the red cockaded woodpecker (Picoides borealis)
for Northampton County. Suitable habitat for these species is not found in the project
area.
