PROJECT SUMMARY: The applicant is proposing to remove the existing two piling boat lift on the north side of the existing docking facility and install a new four piling boat lift on the south side of the docking facility for a total of 3 boat slips. 110 N. Channel Drive, Dale and Melinda Walker Page Two 9. PROJECT DESCRIPTION The project site is located at 110 N. Channel Drive, on Banks Channel, in the town of Wrightsville Beach, in New Hanover County. To locate the project site from the Wilmington Regional Office (WiRO), travel east approximately 3.0 miles on Eastwood Rd towards Wrightsville Beach. Cross the drawbridge and take a left at N, Channel drive before crossing the bridge over Banks Channel. Travel approximately 0.12 miles until you reach the property on the right. Currently, the property has an existing 3 (three) slip private docking facility and concrete bulkhead. The normal high water (NHW) boundary comes up to the existing bulkhead which is approximately 74 feet in length and ties into existing bulkheads at both the northern and southern neighboring properties with 10' return walls. The existing docking facility consists of a 4' by 100' access pier extending waterward to the southeast from the edge of the bulkhead. The 100' pier section terminates at an 18' by 18' (324 sq. ft.) gazebo. The pier extends an additional 81' from the gazebo in an easterly direction. A 6' by 10', two piling boat lift is located approximately 45' down on the north side of the access pier. The 81' access pier section terminates at an 8' wide by 16' long 'L head' fixed platform that extends to the north. Finally a ramp extends to the west from the 1-head" to a floating 8' by 16' platform extending back to the west (see Sheet 2 of 4). The two piling boat lift proposed for removal was permitted to the current owners on April 2, 2015 under General Permit 65173-D. No further permit history was found. Elevation at the site averages approximately 5'-8' above normal high water (NHW)The high ground portion of the property contains ornamental grasses and landscaping coastal wetlands are located along the shoreline of the property. The marsh area is approximately 34' in width on the south side of the property directly abutting the bulkhead. The marsh on the north side of the property is approximately 25' in width with 10' of transition to high ground. The Town of Wrightsville Beach Land Use P4an classifies the area in the vicinity of the project area as Low Density Residential. It is located in a VE Flood Zone. The waters in the project area are classified as SB by the N.C. Division of Water Resources. They are not designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries, and they are closed to the harvest of shellfish. PROPOSED PROJECT The applicant is proposing to remove the existing two piling boat lift on the north side of the existing docking facility and install a new four piling boat lift on the south side of the docking facility for a total of 3 slips. The existing 6' by 10', 2-piling lift will be removed and the proposed 12' by 12' four piling boat lift would be installed on the south side of the existing docking facility. The new boat lift would be located approximate#y 45 ft. waterward of the existing gazebo within the applicant riparian corridor (see Sheet 3 of 4) 10. ANTICIPATED IMPAC As proposed, the new boat lift would result in the incorporation of approximately an additional 144 ft2 of Public Trust Area and Estuarine Waters. The project area consists of open water, and there would be no impact to vegetated wetlands or to the high ground area. As proposed, the constructed features would not encroach into the adjacent 15' riparian corridor setback from properties on both the northern and southern borders, nor encroach into the established pierhead line. The proposed lift would be located approximately 40' away from adjacent docking facilitiy to the south and 21' from the adjacent docking facility to the north. According to the applicant, the water depth is -2' NLW at the IOcation of the proposed lift. There appear to be no SAV present in the project area. Minor increases in turbidity should be expected during project construction. Channel Drive, Wrightsville Beach, in New Hanover County, I am submitting the enclosed CAMA Major Permit Application for the installation of a proposed 12' x 12' boatlift adjacent to their existing pier on the south side. The existing 2-pole boatlift currently located on the north side of the pier will be removed and the new proposed 4-pole boatlift will be installed on the south side of the pier, directly across from the current 2-pole lift's location. There will not be any encroachment into the adjacent 15' Riparian Corridor Setbacks and the structure would not exceed the existing pier -head alignment nor the V4 width of the waterbody. It was received as complete on July 10, 2020 and appears to be adequate for processing at this time. The projected deadline for making a decision is September 23, 2020. An additional 75-day review period is provided by law when such time is necessary to complete the review. If you have not been notified of a final action by the initial deadline stated above, you should consider the review period extended. Under those circumstances, this letter will serve as your notice of an extended review. However, an additional letter will be provided on or about the 75th day. If this agency does not render a permit decision within 70 days from July 10, 2020, you may request a meeting with the Director of the Division of Coastal Management and permit staff to discuss the status of your project. Such a meeting will be held within five working days from the receipt of your written request and shall include the property owner, developer, and project designer/consultant. NCGS 113A-119(b) requires that Notice of an application be posted at the location of the proposed development. Enclosed you will find a "Notice of Permit Filing" postcard which must be posted at the property of your proposed development. You should post this notice at a conspicuous point along your property where it can be observed from a public road. Some examples would be: Nailing the notice card to a telephone pole or tree along the road right-of- way fronting your property; or at a point along the road right-of-way where a private road would lead one into your property. Failure to post this notice could result in an incomplete application. An onsite inspection will be made, and if additional information is required, you will be contacted by the appropriate State or Federal agency.
