A letter of request for Authorization to Construct was received February
6, 1984, by the Division and final plans and specifications for the subject
project have been reviewed and found to be satisfactory. Authorization is
hereby granted for the new construction and modifications to the existing
.200 MGD wastewater treatment facility consisting of three (3) new 1400 gallon
chlorine contact tanks (4200 gallons) to provide a total system chlorine
contact capacity of 8400 gallons, and a combined treatment system consisting
of a _bar. screen, instrumented flow measurement, a modified activated sludge
system, a clarifier, a chlorination system, a chlorine contact system, and a
sludge holding tank to serve the Town of Lake Lure.
This Authorization to Construct is issued in accordance with Part III
paragraph C of NPDES Permit No. NC0025381, issued October 3, 1983, and shall
be subject to revocation unless the wastewater treatment facilities are con-
structed in accordance with the conditions and limitations specified in Permit
No. NCO025381.
The Permittee must employ a certified wastewater operator in accordance
with Part III paragraph D of the referenced permit.
The sludge generated from these treatment facilities must be disposed of
in accordance with G.S. 143-215.1 and in a manner approvable by the North
Carolina Division of Environmental Management.
In event the facilities fail to perform satisfactorily in meeting it's
NPDES permit effluent limits, the Town of Lake Lure shall take such immediate
corrective action as may be required by this Division, including the construc-
tion of additional wastewater treatment and disposal facilities. These
facilities are currently permitted for a. flow of 600,000 GPD that includes
approximately 400,000 GPD of I/I and potentially 200,000 GPD of sewage.
