EXECUTIVE SUMMARY
On behalf of Rea Ventures Group, LLC, Timmons Group Environmental Technicians
Morgan Gilbert and Kate Hefner conducted a field delineation on February 5th, 2020 to identify
potential jurisdictional Waters of the U.S. (WOTUS) within the project study limits of the
Abbington on Mount Holly project (Site).
The Site encompasses approximately 8.46 acres and is located in Charlotte, North Carolina
within Mecklenburg County (See Figure 1. Vicinity Map). The Site is bound by Mt. Holly-
Huntersville Road to the northwest, residential apartments to the northeast and southeast, and
commercial properties to the southwest. The Site is located within the Piedmont physiographic
province.
The Site is occupied by approximately 5 acres of mixed-hardwood forest, with the
remaining areas consisting of former residential sites (houses, maintained lawns, and earthen
roads). In addition, 2 wetland features and 1 non-jurisdictional ditch were found within the Site
(See Figure 6. Preliminary Wetland and Waters of the U.S. Delineation Map). The Site is located
within the Catawba River Basin (030501011403). Surface water on-Site generally drains to the
south via overland flow and eventually into an unnamed tributary of Long Creek. According to
FEMA FIRM Map #3710451700K (effective date September 2, 2015), the Site is located within
Zone X, areas of minimal flood hazard located outside of FEMA designated 100-year floodplain.
The Site was delineated based upon the methodology outlined in the 1987 U.S. Army Corps
of Engineers (USACE) Wetland Delineation Manual; the Regional Supplement to the USACE
Wetland Delineation Manual: Eastern Mountains and Piedmont (Version 2.0) and subsequently
issued USACE regulatory guidance regarding the identification of jurisdictional stream channels
through the recognition of field indicators of an ordinary high-water mark within drainage features
(Environmental Laboratory, 1987; USACE 2012; USACE 2005). In addition, streams were
delineated based upon the methodology outlined in the North Carolina Division of Water
Resources (NC DWR) Methodology for Identification of Intermittent and Perennial Streams and
Their Origins (Version 4.11). Using these methodologies, preliminary delineation mapping was
produced and is included along with the attached Site description and discussion for your review.
Flagging or marking of the WOTUS and wetland boundaries was conducted in the field during
this effort. During our delineation, two (2) wetland areas were identified within the Site, containing
a total of approximately 20,917-sq. ft. of palustrine forested (PFO) area, approximately 667-sq. ft.
of palustrine scrub-shrub (PSS) area, approximately 4,153-sq. ft. of palustrine emergent (PEM)
area, and approximately 10,137-sq. ft. of palustrine open waters (POW). Additionally, 58-ft of
ephemeral stream and 80-ft of non-jurisdictional ditch was identified.

2.0 INTRODUCTION
On behalf of Rea Ventures Group, LLC, Timmons Group Environmental Technicians
Morgan Gilbert and Kate Hefner conducted a field delineation on February 5th, 2020 to identify
potentially jurisdictional Waters of the U.S. (WOTUS) within the project study limits of Abbington
on Mount Holly located at 3230 Mt. Holly-Huntersville Road, Charlotte, North Carolina.
3.0 SITE INFORMATION
3.1 Site Location
The Site encompasses approximately 8.46 acres and is located in Charlotte, North Carolina
within Mecklenburg County (See Figure 1. Vicinity Map). The Site is bound by Mt. Holly-
Huntersville Road to the northwest, residential apartments to the northeast and southeast, and
commercial properties to the southwest. The Site is located within the Piedmont physiographic
province.
3.2 Site Description
The Site is occupied by approximately 5 acres of mixed-hardwood forest, with the
remaining areas consisting of former residential sites (houses, maintained lawns, and earthen
roads). In addition, 2 wetland features and 1 non-jurisdictional ditch were found within the Site
(See Figure 6. Preliminary Wetland and Waters of the U.S. Delineation Map). The Site is located
within the Catawba River Basin (030501011403). Surface water on-Site generally drains to the
south via overland flow and eventually into an unnamed tributary of Long Creek. The Site is not
located within a FEMA designated floodway or 100-year floodplain according to FEMA FIRM
Map 3710451700K (eff. 09/02/2015).
4.0 METHODS OF DELINEATION
4.1 Preliminary Offsite Investigation/Data Review
A review of publicly available resources was performed prior to the on-Site field
investigation to determine if there is the potential for jurisdictional areas, and if present, the extent
of these areas located within the Site. These mapping resources generally include, but are not
limited to, the United States Geological Survey (USGS) maps, the U.S. Department of Agriculture
Natural Resource Conservation Service (NRCS) soils database, and the U.S. Fish & Wildlife
Service National Wetlands Inventory (NWI) database.

4.2 Field Investigation
The Site was delineated based upon the methodology outlined in the 1987 U.S. Army Corps
of Engineers (USACE) Wetland Delineation Manual; the Regional Supplement to the USACE
Wetland Delineation Manual: Eastern Mountains and Piedmont (Version 2.0) and subsequently
issued USACE regulatory guidance regarding the identification of jurisdictional stream channels
through the recognition of field indicators of an ordinary high-water mark within drainage features
(Environmental Laboratory, 1987; USACE 2012; USACE 2005). In addition, streams were
delineated based upon the methodology outlined in the North Carolina Division of Water
Resources (NC DWR) Methodology for Identification of Intermittent and Perennial Streams and
Their Origins (Version 4.11). The wetland boundary was flagged with consecutively numbered
pink and black ribbon at approximately 50-foot intervals, with distances reduced in areas of low
visibility. Field data stations were established within proximity to the flagged wetland boundaries,
usually within 10 to 20 feet, to document upland and wetland conditions existing along the
jurisdictional boundary. Field data stations were labeled and marked with blue flagging in the field.
Features identified in the field were GPS located for the Site.
5.0 DELINEATION FINDINGS
5.1 Preliminary Offsite Investigation/Data Review Findings
Based on a review of the USGS topographic map, elevations at the Site range from
approximately 700 to 750-ft above mean sea level (MSL). The USGS topographic and NWI
maps depict one freshwater pond within the eastern portion of the Site (See Figure 1. Vicinity
Map and Figure 3. Environmental Inventory Map). The NRCS soil survey map does not depict
any features within the Site (See Figure 5. NRCS Soil Survey Map).
The Mecklenburg County Soil Survey identifies 4 soil mapping units within the study area
(Table 1 below). All 4 soil types within the Site are identified as non-hydric: Appling sandy loam,
2 to 8 percent slopes (ApB), Appling sandy loam, 8 to 15 percent slopes (ApD), Helena sandy
loam, 2 to 8 percent slopes (HeB), and Wilkes loam, 8 to 15 percent slopes (WkD). Drainage
classes within the study area are listed as: moderately well drained (HeB) and well drained (ApB,
ApD, and WkD).

5.2 Onsite Determination/Findings
5.2.1 Jurisdictional Area Summary
Two (2) jurisdictional wetlands were identified within the Site. Additionally, one (1)
ephemeral stream and one (1) non-jurisdictional ditch were delineated on-Site. The
aforementioned ditch was observed to contain riprap and did not have wetland and/or stream
attributes. A summary of the jurisdictional areas identified on-Site is provided below in Table 2.

5.2.1.1 Delineated Area Vegetation
Forested and emergent wetland communities within the Site can be characterized as
headwater wetland that is dominated by glossy privet (Ligustrum lucidum), red maple (Acer
rubrum), sweetgum (Liquidambar styraciflua), English ivy (Hedera helix), Japanese honeysuckle
(Lonicera japonica), and three-way sedge (Dulichium arundinaceum) within the canopy and
understory layers. Other species observed include: seedbox (Ludwigia alternifolia), sawtooth
black berry (Rubus argutus), and broomsedge bluestem (Andropogon virginicus).
Glossy privet and English ivy, two invasive species, were observed dominating a portion
of wetland area and are presumed to have out-competed native wetland vegetation over much of
the delineated wetland area.
5.2.1.2 Delineated Area Hydrology
Primary wetland hydrology indicators observed within the Site included: High Water Table
(A2), Saturation (A3), Water-Stained Leaves (B9), and Oxidized Rhizospheres (C3).
At the time of on-site field investigation, the water table was found from within 1 inch of
the soil surface down to greater than 15 inches of the soil surface. Saturation was found from
within 1 to 2 inches of the soil surface.
5.2.1.3 Delineated Area Soils
Hydric soil was identified within the following soil series onsite: Appling sandy loam
(ApB) and Wilkes loam (WkD).
Hydric soil indicators observed on-Site included: Depleted Matrix (F3)
5.3.1 Upland Area Summary
Most of the upland areas located within the Site are characterized as mesic mixed-
hardwood forest (see Figure 3. Environmental Inventory Map). Upland soils were typically brown
(10YR 3/2) with heavy organics within the top 12 inches of the soil surface and between brown
(10YR 5/3) and light yellowish brown (10YR 6/4) from 12 inches to 18 inches of the soil surface.
Redoximorphic features or soil depletions were found within upland soils in areas of observed
compaction. However, no indicators of wetland hydrology were found within upland areas. Soil
textures include loam, sandy loam, sandy clay, sandy clay loam, clay loam, and clay. The mapped
soils present within the Site are depicted on Figure 3: Environmental Inventory Map and Figure 5:

Point was taken in a minimally crennulated side-slope adjacent to the pond located on-site. This area drains eastward
into the pond.

Saturation potentially influenced by compacted soils obervered at and below 12". Soils within compacted areas were
sandy clay and did cause a slow drain of water, but did not completely impede the flow of water and no augur refusal
was encountered.
Although it was raining during time of inspection, soil were still observed to be saturated upon breaking open of the soil
peds. Therefore, soil saturation is due to site hydrology and not recent rainfall.

Point was taken in an area of topographic rise above the identified wetland area, in the vicinity of the on-site pond.

Water could be found at the top of the soil within hole due to recent heavy rain and soil compaction. No saturation was
found. Soils within compacted areas were sandy clay and did cause a slow drain of water, but not completely impede the
flow of water. Compacted soils found at 6 inches and augur refusal at 14 inches.
