Epsting conditions onsite consists primarily of forested land as well as an eAsting sanitary sewer and easement. East of the property is bound by Hatters Branch stream and West of the
property is bounded by Spring Branch Stream. Highway 98 bounds the property to the North. General land use in the vicinity of the project consists of forested land to the west and
residential developments to the east.
the project to the east was part of Heritage and was done by a different developer, there Will be no common amenities and the property to be served by the proposed road was never
owned by the developer of heritage. There are no shared amenities with Heritage, and if there is a HOA for our project it will be separate from Heritage.
Roads and utilities are epsting public roads up to the point where Friendship chapel terminates. There will be no shared shared stormwater BMPs.

The purpose of this project is construct a single-family residential development as well as to extend Friendship Chapel Road to conned to and allowfor the future development.

The overall project consists of the construction of a single-family residential development and extension of Friendship Chapel Road. Specifically, there is one (1) proposed road
crossing that impacts streams and riparian buffers, four (4) stormwater outlet pipes that impacts riparian buffers, and one (1) sanitary sewer crossing that impacts riparian buffers. .
Equipment typically used for construction and earthwork such as backhoes, bulldozers, excavators, graders, pavers etc. will be utilized for this project.

la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
S&EC completed a wetland delineation and %use River Buffer evaluation for the entire property and field checked the verified jurisdictional streams &
wetlands on the remaining property in order to identify natural resources so that impacts could be avoided & minimized to the maAmum extent
practicable. Impact 1 is a proposed road crossing. Proposed impacts include permanent and temporary stream impacts as well as permanent riparian
buffer impacts. This road crossing is necessary to connect and to access the residential development. Stream and riparian buffer impacts have been
minimized by utilizing headwalls and a culvert. On each end of the culvert, rip -rap dissipator pads will be used to minimized stream velocity that could
potentially lead to stream bed erosion. Impacts 2, 3, 4 and 6 are all proposed permanent riparian buffer impacts for stormwater outlet pipes. All the
outlet pipes are designed to enter the stream at an angle and feature a dissipator pad at the end of each outlet pipe to avoid stream impacts. Impact 5
is proposed permanent riparian buffer impact for a sewer crossing/extension. The location of this impact was chosen to minimize riparian buffer
impacts to only impact Zone 2 of the buffer.

Per the project engineer: A detailed erosion control plan will be provided to the contractor for the entire site and specific to the impact area. Sediment
basins will be used to handle the majority of sediment -laden water during EC stages and silt fence with silt fence outlets to protect against any other
bypass.

We have reviewed the "Draft Internal Policy, Cumulative impacts and the 401 Water Quality Certification and Isolated Wetlands Programs' document
prepared by the NC Division of Water Quality on April 10, 2004, version 2.1. The draft states that many private developments are unlikely to cause
cumulative impacts, including projects such as urban in -fill, most residential subdivisions and small commercial developments as well as agricultural
and silvicultural operations. The Friendship Chapel Road Extension project is a road extension to serve a residential development. Additionally, the
project is located within the town of Wake Forest ETJ, therefore the adjacent properties that have potential for development will have the following
regulations to protect downstream waters: 1) the Neuse River Basin Riparian Buffer Protection regulations, these regulations require limited
development within the riparian buffer area, in addition Best Management Practices may be required that control nitrogen if diffuse flow cannot be
achieved; 2) the Phase II NPDES Stormwater Permit Program, this program includes permitting requirements for Municipal Separate Storm Sewer
Systems (MS4s) in addition to post -construction stormwater management requirements. We anticipate that the DWR will advise us if any additional
information is needed.

Wildlands Holdings II, LLC and Wildlands Holdings V, LLC currently have sufficient riparian buffer credits
from the WEI – Neuse 01 Nutrient Offset & Buffer Bank Buck Swamp Parcel and Caraway Creek Parcel
and the North Fork Little River Nutrient Offset & Buffer Bank and Wolfe Mitigation Bank
Instrument to partially satisfy the riparian buffer mitigation requirements related to the above-
mentioned project. The project is located within the service area (HUC 03020201) of the Bank.
This letter is simply a statement of availability of credits as of the date written. Although current
inventory is high, the letter is not a guarantee of availability as credits will be sold on a first come, first
serve basis. An invoice for this transaction will be sent upon your request and we will formally reserve
both the credits and price quoted for a period of 30 days from the invoice at no cost.
Final transfer of the credits will be made upon receipt of a copy of the 401 Water Quality Certification
Authorization Certificate from the NC Department of Environmental Quality approving the Riparian
Buffer mitigation purchase from the Bank and upon receipt of your payment to Wildlands Holdings II,
LLC. We will then issue a credit transfer certificate verifying your credit purchase to the North Carolina
Division of Water Resources and to you for your records

Project: Friendship Chapel Rd Extension We are providing this letter to confirm that 10,237.50 sf of Riparian Buffer Mitigation
Credits (Credits) from the Weaver Farm Nutrient Mitigation Bank (Bank) are currently available and all or a portion may be used, once transferred, for compensatory mitigation relative to the Friendship Chapel Rd Extension project, and as proposed by High Bar
Creek LLC (Applicant). The Applicant may ultimately purchase the Credits, if they are available, following Permit issuance. Should the Applicant purchase the Credits at that time, we will complete and execute the Mitigation Credit Transfer Certificate. Re Project: Friendship Chapel Road Extension
This document confirms that High Bar Creek LLC (Applicant) for the Friendship Chapel Road
Extension (Project) has expressed an interest to utilize 8,250.00 Square Feet of Riparian Buffer
Mitigation Credits from one of the following banks, EBX-Neuse I, LLC Neuse Riparian Buffer
Umbrella Mitigation Bank, RES Neuse Buffer and Nutrient Offset Umbrella Mitigation Bank, RES
Poplar Creek Buffer & Nutrient Offset Umbrella Mitigation Bank, or EBX Upper Neuse Riparian Buffer
Umbrella Mitigation Bank. Specific bank sites that may be debited are Buffalo Branch, Selma Mill, Cedar
Grove, Hatley, Ezell, Hannah Bridge, Stone Creek, Meadow Spring, Uzzle, Poplar Creek and Polecat, all
located in HUC 03020201. As the official Bank Sponsor, EBX-Neuse I, LLC and EBX, attests to the fact
that mitigation is available for reservation at this time.
These mitigation credits are not considered secured, and consequently are eligible to be used for alternate
purposes by the Bank Sponsor, until payment in full is received from the Applicant resulting in the
issuance of a Mitigation Credit Transfer Certificate by the bank acknowledging that the Applicant has
fully secured credits from the bank and the Banker has accepted full responsibility for the mitigation
obligation requiring the credits/units.
The Banker will issue the Mitigation Credit Transfer Certificate within three (3) days of receipt of the
purchase price. Banker shall provide to Applicant a copy of the Mitigation Credit Transfer Certificate and
a documented copy of the debit of credits from the Bank Official Credit Ledger(s), indicating the permit
number and the resource type secured by the applicant. A copy of the Mitigation Credit Transfer
Certificate, with an updated Official Credit Ledger will also be sent to regulatory agencies showing the
proper documentation.
