The U.S. Army Corps of Engineers (USACE) is circulating for comment an Environmental Assessment
(EA) for Coastal. Storms. Damage reduction (CSDR) at Topsail .Island (Topsail Beach, Surf City, and
North Topsail Beach). The purpose of the EA is to address the refinement in borrow area
characterizations and changes in borrow area utilization offshore of Topsail Island. Additional analyses
of borrow area sediments during the. current Planning, Engineering, and Design (PED) phase of the SO -
year CSDR project have resulted in a slightly higher amount of fine-grained and granular material than
allowed under the North Carolina state compatibility standards (15A NCA.0 07H .0312, Technical
Standards for Beach Pill Projects).
The refinement of the borrow area characterization and use plans during PED analyses indicated that,
using the state's sediment compatibility standards, there would be insufficient sediment volumes to
support the 50-year life of both projects (Topsail Beach and Surf City/North Topsail Beach). When
using the Wilmington District practice for assessing compatibility, there is sufficient borrow area
volume for the life of the projects. According to the state sediment compatibility standards, the percent
by weight of fine sedimentt away exceed the native beach by 5%. Likewise, the state sediment
compatibility standards allow ,granular sediment to exceed the native beach by 5% and gravel to exceed
the native beach by 5%. The USACE Wilmington District practice allows fine sediment to be placed on
the beach when it is < 10% by weight of the vibracore sample.
The USACE recognizes that the grain size analyses for the Topsail CSDR projects reveal sediment that
would be considered incompatible according to 15A NCAC 07H .0312. Specifically, Borrow Area A,
has sediment that exceeds the state standard for fine material by 1.5%, Borrow Area P has sediment that
exceeds the state standard for fine material by 2.0%, and Borrow Area L has sediment that exceeds the

state standard for granular material by 5.2%. The USACE notes that the in situ percentages of fine-
grained material in the borrow area are higher than what is actually placed on the beach due to
coarsening of sediment (creating a slurry of sediment and water for pipeline transport results in fine-
grained sediment staying entrained and coarse material settling out). The USAGE also notes that if
granular material is believed to be a persistent problem, screens will be placed at the end of the outflow
pipe on the beach to catch and sieve the granular material.
The proposed action (Preferred Alternative) identified in the EA is to follow the Wilmington District
compatibility practice: of screening excess granular material and considering sediment beach compatible
if the percent by weight of fine sediment is less than l 01/o. The proposed action would provide:
approximately 13,6 million cubic yards of sand for the Topsail Beach project and. approximately 14.6
million cubic yards of sand for the Surf City/North Topsail Beach project to meet the 50-year project life
of hotly projects. The No Action Alternative would follow the Mate sediment compatibility standards and
result in insufficient volumes of beach compatible material to support the 50-year project life of both
projects. The EA notes that following the state sediment compatibility standards may result in increased
impacts to ocean benthic resources as other potential borrow areas are sampled and dredged and may
also increase the duration of nourishment projects,
Comments
The NC Division of Coastal Management (DCM) is in the process of reviewing the existing state
sediment compatibility standards (15A NCAC 07H .0312). At the last Coastal Resources
Commission (CRC) meeting on July 11, 2013, a series of proposed changes were approved for
public bearing. One proposed change is to allow the percent by weight of granular material
(grain size >_ 2 mm and < 4.76 mm) to exceed the native beach by 10% instead of 5%. The
allowable percent by weight of fine material and gravel material would each remain at 5% above
the native beach percentage.
The USACE should strive to meet the state sediment compatibility standards to the maxizx =
extent practicable. Particularly when dredging Borrow A, Borrow Area P, or Borrow Area L, the
dredge operator should be cognizant that, based on sampling data, these areas contain sediment
that may be too fine or too coarse to be considered beach compatible. Should the dredging
operations encounter sand deemed non -compatible with native grain size or sorting
characteristics of the native beach, the dredge operator shall immediately cease operation and
contact DCM, Dredge operations will resume only alter resolution of the issue of sand
compatibility.
