Dear Mr. Hodge:
A letter of request for Authorization to Operate was received July 25, 2008, by the
Division, and final plans and specifications for the subject project have been reviewed and found
to be satisfactory. Authorization is hereby granted for the operation of modifications to the
existing 6.0 MGD Wastewater Treatment Plant, with discharge of treated wastewater into Catheys
Creek in the Broad River Basin.
This authorization results in no increase in design or permitted capacity and is awarded for
the operation of the following specific modifications:
Replacement of Aerator/Mixer No. 4 with a 10 Hp mixer with VFD drive; the addition of
a VDF drive for Aerator/Mixer No. 5; the addition of two (2) solar -powered 10,000 gpm
aerator circulators; the addition of a 600 gpm, 25 Hp sludge recirculation pump installed
in the aeration basin; and associated yard piping, in conformity with the project plans,
specifications, and other supporting data subsequently filed and approved by the
Department of Environment and Natural Resources.
This Authorization to Operate is issued in accordance with Part III, Paragraph A of
NPDES Permit No. NCO020664 issued February 12, 2008, and shall be subject to revocation
unless the wastewater treatment facilities are constructed in accordance with the conditions and
limitations specified in Permit No. NC0020664.
The sludge generated from these treatment facilities must be disposed of in accordance
with G.S. 143-215.1 and in a manner approved by the North Carolina Division of Water Quality.
In the event that the facilities fail to perform satisfactorily, including the creation of
nuisance conditions, the Permittee shall take immediate corrective action, including those as may
be required by this Division, such as the construction of additional or replacement wastewater
treatment or disposal facilities.

The issuance of this Authorization to Operate does not preclude the Permittee from
complying with any and all statutes, rules, regulations, or ordinances which may be imposed by
other government agencies (local, state, and federal) which have jurisdiction.
