SUBJECT: Proposed poultry processing plant
As you requested I have gathered information on the waste treatment
requirements for the proposed poultry processing plant. The company, before
becoming committed beyond the point of no return, should apply for and re-
ceive a permit for waste treatment facilities to fit any site in question.
If a discharge Permit (NPDES Permit) is involved, the company should apply
180 days before planning to begin the discharge. If a non -discharge permit
(land application) is involved, the company should allow 90 days from the
,application date for processing of the application. Construction could
be initiated after review and approval of plans for the system and issuance
of the appropriate permit or in the case of the NPDES permit the Permit and
.Authorization to construct.
A preliminary check of the stream site, that you were interested in
shows that any of the sites should be acceptable if'the company provides
treatment to the level of new source performance standards as certained in
the draft effluent guidelines published by EPA. I am enclosing a copy of
the appropriate page 'for your use. Using the guidelines, the live weight.

the. -effluent quality for a discharge system would be as -follows based on a
30 day average; I .

NH-N - 1 mg/l
oil & Grease -- 1 mg/l
TSS - 6.3 mg/l
These effluent limits represent a very high degree of treatment.
I also investigated the degree of treatment that would be -required'.
for the -Town of Louisburg if the company located there. The technical
services group has provided me with a tentative allocation for Louisburg '
of BODS - 17; NH3-N -.11; and TSS - 30 if the 1.3 MGD industrial waste
were to be added.to,Louisburgss plant. If the -company wishes'to pursue.
