As the Mayor of the Town of Spindale, I hereby delegate responsibility for overall operation of the Town
of Spindale Pretreatment Program to Tom Bernard, Interim Waste Water Treatment Superintendent.
This designation will provide Mr. Bernard with the authority to sign all required documents under the
Pretreatment Program, including the authority to sign the Pretreatment Annual Report (PAR) and
submit it to NC DWQ PERCS.
