Weatherly, County Engineer, Currituck County RE: SOC Quarterly Report for the period ending in June 301", 2020 Moyock Regional WWTP Permit WQ0035706 SOC Update The format will be, to use previous relevant report bullet points as a baseline, and to expand on those issues, or eliminate them as satisfied. The latest status, in blue type, is an update on the previous report, or other issues occurring during this quarter. • Regional Plant Setbacks o Plant continues to have overflow issues due to screen blinding of fibers o Train A Pre Anoxic Tank mixer went out of service o Filter Dosing Tank pump failed o EQ Mixer broke away from bracket in tank o Field dosing pump has failed o Spray field has been out of freeboard compliance continuously o VFD for blower failed o Blower piping continues to melt due to overheating, leaving the plant without air for three days. o Diffusers stopped working due to compaction of solids inside tank • Regional Plant Repairs/Upgrades o Mixer for Train A Pre Anoxic was purchased by the county and is set to be delivered asap. o County replaced filter dosing tank pump immediately o Tanks were pumped out again to remove compacted solids and fibers o Diffusers have been cleaned and returned to service o County purchased VFD for blowers and was to be installed last week. o Piping for blowers was changed to ductile iron to stop melting and to provide continuous air to the plant. o Plant was reseeded on 7/24/20 for a second time to get biology up and running for treatment. o EQ mixer was checked and is scheduled to be attached to the bracket on 7/29/20 o Equipment was rented so that infiltration basin could have maintenance completed on a daily basis to aid in the filtering process. o Basin will be raked with a fine tooth agriculture rake once water level subsides to remove any debris and to disc the top layer of sand. o Mobile plant has been put back online and piping to the plant is as follows: Effluent from the regional plant dumps into the filter dosing tank, that water is then pumped to the mobile plant for polishing and then returned to the filter tank to ensure the effluent passes through the filters and the UV system for disinfection. There is also 20% of the influent pump to the mobile plant so that the biology gets the needed nutrients to keep the plant alive and treating. o Samples are to be taken from the clarifiers on the regional plant to show progress in the treatment process of the regional plant. o Compliance samples are taken from the field dosing tank with the composite samples per the permit. This will allow the mobile to aid in reaching compliance until which time the regional plant can stand on it's on. o WWTP grounds are continuing to be cleaned up. All the media is to be loaded into totes that are onsite, lawn maintenance has been taken care of and all trash is being taken away as well. The county has provided two dumpster to aid in the cleanup of the site. o Spray Field o Freeboard compliance has been an issue on a continuous basis in the infiltration lagoon. o Crews have worked to disc and break up the sand to aid in the filtering process. o The free board has been recorded on a weekly basis as per the SOC agreement o Freeboard was recorded as follows: April I" week 3.1 April 2nd week 2.9 April 3rd week 2.0 April 4t" week 1.4 May V week 2.0 May 2nd week 2.0 May 3rd week 1.7 May 4t" week 1.3 June V week 1.2 June 2nd week 1.6 June 3rd week 1.3 June 4t" week 1 June 5t" week .8 o Mobile Plant o mobile plant has been a challenge to keep operational due to power glitches and issues with the fibers and the membranes. o The PLC went out on the mobile which created an issue to where the operator was running the plant blind o A new PLC has been installed and is operational. o A SCADA system has been installed on the mobile which will notify the operator of power outages and high level issues in the plant immediately. o The mobile plant was reseeded last week due to the operator cutting the plant off and not keeping the biology alive. o The mobile will be in constant use from this point forward to aid the regional plant in meeting compliance and also helping the regional plant get in compliance itself.
