SUBJECT: Edgecombe County, construction of replacement culverts in Hen s ??-
Creek on St. James Street (SR 1289) in Tarboro,. --
The North Carolina Department of Transportation (NCDOT) intends to construct new
culverts on St. James Street at Hendricks Creek in Tarboro. The existing crossing was
destroyed during Hurricane Floyd after floodwaters built up behind the roadway.
NCDOT's upper management has determined that it is a local transportation priority to
repair this road as soon .as possible.
Hendricks Creek is a tributary of the Tar River, and has been severely impacted by the
hurricane at this location. There was a double 10' x 10' box culvert at this site prior to the
hurricane. The creek is currently full of rubble and debris that will be removed during
construction. The culvert will be replaced by a triple 10' x 12' culvert in approximately
the same location as the present culvert.
A bridge design was considered for this replacement, but was determined to be
impractical. There are numerous utility lines at his location including sewer, water and
power lines. Most of these lines will be reconstructed in the fill around the proposed
culvert. There were also potential constructability problems associated with the overhead
power lines that cross the project site. In addition to utility involvement, the vertical
grade of the project would have to be raised to construct a bridge with the appropriate
vertical alignment. Raising the grade of the project was undesirable due to potential
impacts to nearby commercial buildings.
The proposed construction it to, be conducted under an emergency contract, with an
emergency letting to be held iri late January 2000. The plans for the new bridge will be
available within a few weeks.
Based on conversations with Mr. David Franklin, there is some doubt that this work can
be authorized using Nationwide Permit No. 3 for maintenance activities. However, it
appears likely that this work can be authorized using Regional General Permit No. 31 for
bridge replacements. The NCDOT hereby requests approval to repair this roadway.
