Storm Drainage System Maintenance
Standard Operating Procedures
Stormwater System Inspection and Maintenance
Stormwater system shall be maintained for structural integrity and observed for evidence of illicit discharges and
verification of areas prone to fast sediment accumulation or contamination.
• Stormwater system (including inlets, lines, manholes, ditches, and other structures) are cleaned and maintained
according to the established schedule. The current drainage system maintenance schedule is included in Table 5
below.
• Storm drain catch basins are cleaned on average _ times per year. Storm drain structure cleaning occurs from
to each year.
• To ensure that water from jetting and flushing inlets and lines is not discharged into the storm system; a vac
truck is used to vacuum up flush water downstream while jetting and flushing inlets and lines upstream.
• Street sweeping to collect materials and debris from catch basin grates, roadway gutters and pavement is
completed according to an established annual schedule provided in Table 6 below.
• Any areas needing attention are documented and scheduled for prompt repair. The storm drainage maintenance
schedule is revised as needed for these repairs.
• Records are made of "hot spot" areas (areas prone to excessive sediment accumulation). Known hot spot
locations are included in the storm drainage system route map.
• Any suspected illegal connections, unusual stormwater discharges and dumping are documented and reported
to the Stormwater Administrator, Roger Jones. Phone: 336-240-1952
Disposal of Wastewater from Vac Trucks
• Wastewater from vac trucks is discharged for treatment at: WWTP Compost Facility, 500 Glendale Rd, Lexington.
Debris Disposal and Storage
• The daily permanent debris disposal site is located at: Davidson County Landfill, 1160 Old Hwy 29, Thomasville.
• A covered temporary storage bay or covered leak proof container may be used for debris storage in case of
documented circumstances necessitating storage. The temporary storage area is located at:
• Uncontaminated stored debris must be removed and taken to the permanent disposal site within 20 workdays.
• If debris is suspected to be contaminated, it should be tested immediately to determine if additional soil
removal is required and to establish the proper disposal method. Contaminated soil and debris must be stored
in a covered location in water tight dumpster while awaiting disposal.
• The hazardous waste testing and disposal company is: Phone:
Hazardous waste must be documented, hauled and disposed according to protocols specified by the waste
testing company.
Ditches and open conveyances
• Inspect ditches for signs of erosion.
• Track ditches prone to erosion and apply erosion control materials & seed accordingly. Add to "Hot Spot"
maintenance schedule.
• Do not apply pesticides or fertilizers in drainage ditches, roadways, or curbs.
• Do not disturb creeks, wetlands, or wildlife habitat areas prior to verifying permit need from NC DEQ/Corps of
Engineers.
Contracts and Contractors
• City contracts include stormwater pollution prevention language and require compliance with the City
Stormwater Management Plan.
• City inspectors shall make inspections to ensure that contractors implement proper BMPs to prevent
stormwater pollution.
Record Keeping and Documentation
• The current Storm Drain System maintenance schedule & map are attached and copies are also kept in a binder
for employee access at:
• Street sweeping, storm drainage maintenance & debris removal activities are documented & logs are
maintained at:
• The inventory of hot spot areas where contamination has been confirmed and require frequent inspections is
recorded on the storm drainage maintenance logs and sites are included in the storm drain system map
attached.
• Records of all hazardous materials testing of debris removed from catch basins is located at:
Required training
Street Department employees must attend annual Good Housekeeping & Stormwater Pollution Prevention training,
which includes an Illicit Discharge Detection segment for operations department staff.
Stormwater O&M Equipment and Materials
Street Department employees are provided the following items to conduct proper storm drainage system maintenance
and inspections:
• Storm Drain Maintenance Schedule
• Storm drain system map with route boundaries identified
• Storm drain maintenance log
• Vacuum truck/jetting equipment (refer to equipment inventories in Tables 1 & 2 above)
• Cameras, flash lights, hand tools, PPE
