Hi Michael, and thanks for your email. Currently the only disclosed 404 impact would be the proposed road crossing over Stream ISA/SA. However, per item 3 in my email dated 7/9/2020, it appears that wetland impacts may be proposed for access to Lot 3. In this case, the Corps ESA action area would be limited to the waters of the United States that would be directly affected by the proposed work and uplands directly affected as a result of authorizing the work. As such, and given the USFWS concerns regarding suitable Schweinitz's sunflower and small whorled pogonia habitat, please complete a pedestrian survey for these species within the Corps ESA action area. In this case, the Corps ESA action area would be contained within a 100 foot radius of the footprint of proposed impacts to waters of the US. Following the survey, please provide the survey report to the Corps (copy also the USFWS) for review. Please direct any questions regarding the Corps ESA action area to me. Please direct any questions regarding appropriate survey techniques and information to include in a survey report to John Ellis with the USFWS. Looking at Google Earth, suitable habitat for at least Schweinitz's sunflower and potential small whorled pogonia may be present. In conferring with USFWS, they stated surveys may be warranted.
