Interim Inspection
Dear Mr. Beal:
An interim inspection for the federally funded portion of the subject pollution
abatement project was performed by the Construction Inspection Unit of the
Construction Grants and Loans Section on March 7, 2000. This inspection was
conducted in conjunction with the monthly progress meeting. Please note that our
inspection report covers both loan administration and construction. A copy of the
inspection report is attached for your records.

1. The Following Work Was Observed to Be Completed
a. Gravity Outfall Line: Clearing and mulching have been completed for approximately
95% of the outfall easement. Additional clearing was done by the contractor outside of
the easement in error. The road crossings for High Rock and Hunt Roads have been
completed utilizing an open cut. Pre -drilling has been completed from station 00+50
through 27+50, 73+00 through 97+00 and at different spot locations throughout the rest
of the outfall line. The gravity pipe has been installed from approximately stations 0+00
to 39+00 and 51+15 to 74+57. Most of the pipe and manholes installed to date have
been tested. Manholes #103, 4104 and 9105 have been partly completed with their pits
left open. An extra manhole was installed at approximately station 62+50 due to the pipe
alignment being off by more then seven feet. Surface water, groundwater and debris
appears to be entering in the pipes. The line work has been dressed, seeded and mulched
from approximately station 0+00 to 15+75 and dressed through station 27+50.
Additional seeding should be completed as soon as possible. Erosion and sedimentation
control measures should be maintained along the outfall line at this time. The railroad
boring has been completed. All of the 15" pipe, DI pipe and the manholes have been
delivered to the site.
b. Mechanically Cleaned Bar Screen: No work has been completed at this time.
C. Influent Pump Station: Both sets of cores into the wetwell have been completed. Some
piping has been completed.
d. New Oxidation Basin: The basin area has been excavated. The base slab, outside walls,
center wall and walkway have been completed. The two inner radius walls and clarifier
distribution chamber have been completed. All of the piping has been installed to the
distribution box. Most of the final rubbing and grinding of the wall has been completed.
Most of the oxidation equipment is now being installed in the basin. Both of the rotor
shafts and blades have been installed with the rotor hoods now being stored on site at this
time. The main distribution chamber base slab and outside walls have been completed.
Additionally, all the gates and the tie-ins for the piping have been installed in the
distribution box.
Existing Oxidation Basin: No work has been completed at this time.
New Clarifiers: Clarifiers #3 and 44 have been excavated to grade. The base slabs and
outside walls for #3 and #4 have been completed. The pipes under the slabs have been
installed. All of the weir plates for both clarifiers have been installed. All of the
equipment such as the center column, grate, rotor, rake, bridge, railing, scum box and
skimmer have been installed in both of the clarifiers. The electrical wiring to both of the
motors were being pulled and connected at the time of the inspection. The bottom slab
will be grouted using the rake within the next couple of weeks. Most of the final rubbing
and grinding of the walls had been started. Most of the yard piping for these basins has
been installed.
g. Sludge Holding Tank: The tank has been excavated to grade. The base slab and outside
wall for the tank have been completed. Most of the final rubbing and grinding of the
walls has been completed. The floating aerator has been installed. The disconnect for the
basin has been installed and wired. All of the yard piping for the tank has been installed.
h. Tertiary Filters/Chlorine Contact Chamber/Mudwell/Cascade Aerator: This area has
been excavated. The chlorine contact chamber base slab and walls have been completed.
The pipe under the slab has been installed. The block and grout for the chlorine chamber
have been completed. The chemical feed lines, gates and piping appear to be installed.
The control panel for the chamber was being completed at the time of the inspection. The
filter base slabs and walls have been completed. The underdrain piping and filter
material has been installed. Some of the air valves for the filters are expected to be
delivered to the site within the next two weeks. One blower has been placed on the pad,
but the other was sent back to the manufacturer due to damage during delivery. The
precast wetwell and top have been placed. The mud pumps have been delivered to the
site and will be installed within the next week. The cascade aerator base slab, steps and
walls have been completed. Most of the final rubbing and grinding of the walls for the
basins have been completed. Yard piping connecting the chlorine contact and filters has
been installed. The whole area has been backfilled to rough grade. All the panels for the
basins and the corresponding electrical work are now being completed.
Standby Generator and Electrical Work: The MCC 91, MCC #2 and generator pads
have been completed. Conduit to the new oxidation ditch, MCC pads, both clarifiers, the
sludge tank and generator pad have been installed. Both MCCs and most of the control
panels are now being installed. All the electrical manholes have been installed.
Approximately 50% of the wiring has been pulled and installed. The standby generator
purchased by the town is now being stored on site. The electrical contractor is behind
schedule due to weather, equipment delivery delays, etc.
j. General: The contractors' office trailers have been set up. The power has been
established to the trailers. All the clearing and grubbing have been performed. Most
erosion control measures have been installed. Most of the yard piping and valves have
been installed. Some delivery date delays are being reported for butterfly valves,
blowers, etc. The general and electrical contractors were on site during this inspection.
2. Work Schedule for Next Month
Contract 1 - Continue laying pipe.
Contract 2- Finish equipment work on the oxic ditch, clarifiers, chlorine contact chamber,
filters, aeration basin and SHB. Continue yard piping installation
Contract 3 - Duke power will install connection for 480 power. Continue installation of
MCCs, control panels and finish pulling wire.

concrete test cylinders. The 56-day breaks were found to meet break requirements. Depth of
rock and compaction tests for pavement were reviewed.

GENERAL COMMENTS / RECOMMENDED ACTIONS
An updated construction schedule needs to be submitted. Equipment delivery delays,
etc. should be reflected in the new schedule. The project sign for the project has been
installed.
2. Erosion control, seeding and manhole installation are issues that need to be addressed
by the outfall contractor as soon as possible. The specifications and all environmental
regulations should be adhered to for the outfall work.
The next project meetings are scheduled for April 4, 2000, at 10:00 and
11:00 a.m.
