It appears the owner has little to nothing to do with the management of the systems including ultimate oversight. System ownership transfer remains in limbo just as it did when last inspected in 8-2013. The private utility Old North State Water Company desires to purchase the system and its staff are operating it under contract for the current owner. All the pump stations need to have alarm lights elevated and/or relocated to provide maximum visibility to nearby residences; several now have new privacy fences which make them invisible. This issue was mentioned in 8-2013 inspection report & the Notice of Deficiency that was issued; the new fences have made it worse. Stations still need water for rinse down and clean-up from standard O&M activities as mentioned in 8-2013 insepction report and NOD. Should have been installed during construction by original developer and under the observation of the design engineer that certifed them as being complete & meeting all the requirements. Ideally this should be potable water, but if setbacks from sewer lines or wetwell can be met then a shallow well could possibly be installed in lieu of potable connection. Newer stations are supposed to have battery back-up for alarms & telemetry which was mentioned in 2013 report. All stations need to be labeled with its physical address and the owners name & contact info, in this case Hampstead Land Group LLC, in addition to ONSWC's emergency contact info. Please provide our office with addresses for these stations. Posting guidance was provided following 2013 inspection. May want to consider the installation of a bypass connection at the stations or at least main station for using a diesel pump in case of complete station failure or to be able to isolate wetwell for access. Need to make sure a Spill Response Plan is developed and maintained for the system and each pump station; an emergency generator O&M and excercise plan needs to be developed. Make sure map is available and has all the items mentioned in this report except taps; pump station designs should be obtained or an "as -built" ones created for each one. Water is a design requirement - could consider a shallow non -potable well if setbacks can be met and if water is located on opposite side of roadway from station.
