The North Carolina Division of Water Resources conducted an inspection of the Town of Waynesville
Class A Distribution Program on 7/16/2020. This inspection was conducted in conjunction with the NPDES
inspection to determine the facility's compliance with their DCAR permit since the non-compliant inspection on
March 15, 2019. The findings and comments noted during this inspection are provided in the enclosed
copy of the inspection report entitled "Compliance Inspection Report".

Follow-up
Inspection Summary:
Mikal Willmer and Lauren Armeni, with the Asheville Regional Office, conducted a follow-up inspection of the Town of
Waynesville's DCAR permit WQ0013116 on July 16, 2020. This inspection was conducted in conjunction with the NPDES
inspection to determine the facility's compliance with their DCAR permit since the non-compliant inspection on March 15,
2019. Mark Jones (ORC) and Jeff Stines (Public Services Director) were present and assisted in the inspection.
Corrective action was taken to lower the amount of residuals being stored at the facility. Solids were hauled to white oaks
landfill until the Town was able to identify new clients to accept the product. Curbing was installed along the solids storage
pad and along the pavement to further direct any leachate to the headworks. As of the inspection on July 16, 2020, all
residuals had been removed from the storage pad and due to issues with the facility's anaerobic digester, all solids are
currently belt-pressed and hauled to the landfill.
Facility Staff indicated once the digester is converted to an aerobic digester, they will only process Class A residuals as the
product is requested due to costs. Any additional residuals will be belt-pressed and hauled to the white oak landfill.
As a reminder, the permit will expire June 30, 2021.
