SUBJECT: Culvert Replacement, SR 1110, Liledoun Road, Alexander County

Dear Ms. Hood:
The North Carolina Department of Transportation (NCDOT) proposes to replace a failing arch
bottomless culvert with a new arch bottomless culvert that was damaged beyond repair during a
flood event. The proposed Bottomless 63' Length x 15'-0" Span x 7'-9" Rise Aluminum
Structural Plate Single Radius Arch Culvert with aluminum headwalls and wingwalls on concrete
footings will replace the existing bottomless 65' length x 10’ span x 5’ rise structural plate arch on
concrete footings with concrete headwalls. The existing concrete footings will be removed down
to streambed/top of rock elevation. NCDOT proposes to place 9 feet of permeant impacts from
rip rap near the inlet of the culvert for bank stabilization.
The culvert replacement will be on an unnamed tributary to Lower Little River which is classified
as Class C waters by the Division of Water Resources.
A temporary cofferdam pumping system will be used to divert the stream around the construction
site as needed. Area affected by temporary cofferdam system will be graded and restored back to
pre-project conditions. All Best Management Practice’s will be utilized during the course of the
project.
The Division 12 Environmental Office conducted a threatened/endangered species survey
(attached NRTR memo) on July 21, 2020 for the project location and surrounding area.
Bog Turtle (Glyptemys muhlenbergii ) – Biological Conclusion – Not Required
Dwarf-Flowered Heartleaf (Hexastylis naniflora)- Biological Conclusion – No Effect
Northern Long-Eared Bat (Myotis septentrionalis)-
Biological Conclusion – May Affect; Not Likely to Adversely Affect
There are no sites listed on the National Register of Historic Places are located in the vicinity of
the project nor did there appear to be any eligible structures.
