The purpose of the evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified in Permit WQ0018992. Lee Buck, ORC, Don and Karrie Mara, BORCs, were present during the inspection. This facility is permitted for a flow of 43,200 gpd and is averaging 10,000-15,000 gpd this summer season. The facility suffered damages to almost half of the condo buildings due to Hurricanes Florence and Dorian and are still in the process of making repairs. Since the last inspection, the equalization tank was sandblasted and painted. Staff indicated that the flow splitter box is on the list for updating in the future due to rust. Audio and visual alarms were operational at the EQ tank and dosing tank and the telemetry system notified staff of alarms. The plant has never had a chlorine contact chamber. Contact time is provided in the dosing tank associated with the drip fields. This design makes it challenging for staff to disinfect, but fecal results show that the disinfection process is adequate. A file review, since the last inspection, shows 1 daily effluent fecal exceedance and GW59s show slight elevation in total dissolved solids in all 3 monitoring wells, most likely due to the barrier island environment. Annual soil analyses have not been conducted because the drip fields are covered in a landscaping cloth which is covered by rubber tire mulch to keep vegetation from growing. WIRO has recommended the annual soil analysis be omitted from the permit in the renewal process.
