Project Description 3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The site contains a portion of a golf course and assoicated irrigation pond. An irrigation (pump) house is located along the northern portion of the irrigation pond. 3b. List the total estimated acreage of all existing wetlands on the property: 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: —800' Little Creek, — 9 acre open water pond. 3d. Explain the purpose of the proposed project: The purpose of the proposed project is to provide bank stablization and repairs from previous erosion events to the irrigation pond. 3e. Describe the overall project in detail, including the type of equipment to be used: The overall project consists of repair and maintenance of the existing irrigation pond. The existing irrigation pond has eroded banks that are jeopardizing failure of the irrigation pump house and affecting irrigation pond capacity. The pond does not have an outlet structure and during discharge events, discharges to a non -jurisdictional swale. The irrigation pump house and pond is the primary source of irrigation for the golf course at Chapel Hill Country Club. The proposed project includes improvements to the irrigation pond including installation of a discharge structure and bank stabilization measures to protect the irrigation pump house and to reduce future pond bank erosion. Impervious surfaces or other structures are not proposed. To facilitate the proposed improvements, heavy equipment including graders, haulers and excavators will be used during site construction. 4. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Initial design alternatives included rip -rap armor and/or use of more sheet piling bank stabilization. However, the applicant decided to lay down steep side slopes and re -stabilization with vegetation. Fill limits have been minimized to maximum extent possible to allow for bank stabilization protection of the pump house and to install pond discharge structure. The discharge of the pond to Little Creek has been designed to avoid permanent fill within stream bed 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The water in the pond will be lowered to allow for work in the dry. Silt fence and other BMPs will be used during construction activities to prevent sediments from entering down -gradient waters. Areas of temporary impact will be restored to similar pre - construction grade/conditions. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a.
