In early 2002, education initiatives were discussed, and it was determined that the same initiatives could be used to meet NPDES Phase II requirements. Other jurisdictions outside of the Randleman watershed were invited to attend to discuss a joint effort that would satisfy both Phase I and Phase II requirements and thus create efficiencies for participating communities. The Piedmont Triad Water Quality Partnership (PTWQP) was formed by interlocal agreements between 10 initial members. As interest grew, so did the number of participants. In FY 2017-2018 we had a total of 17 members. The 2017-2018 topic campaign was "litter." The campaign included local television and radio advertising along with distribution of litter grabbers at programs offered by individual local governments in Alamance, Forsyth, Guilford and Randolph Counties. PIEDMONT TRIAD WATER QUALITY PARTNERSHIP ANNUAL REPORT Topic Campaign -Litter A total of $54,469.22 was spent on the general topic public education campaign. The campaign included television, radio and social media advertising from March through May 2018. Newspaper Advertising Three different newspaper ads ran in a local Hispanic newspaper, La Noticia. These ads (1/8 page full color) ran for 13 consecutive weeks from March to May of 2018. Additionally, a bonus article was published in the newspaper on April 18, 2018. La Noticia estimates its readership at 67,500 readers per week and circulation of more than 18,000 copies per week. The total cost for advertising in La Noticia was $1,872. Impressions represent the number of times the advertisement was potentially viewed. Clicks represents the number of times the advertisement was clicked on to find out more information. CTR (click through rate) represents the percentage of clicks versus impressions. PIEDMONT TRIAD WATER QUALITY PARTNERSHIP ANNUAL REPORT Lenny at Guilford Creek Week During the week of March 15 - 25, 2018, Lenny the Lifeguard attended two events during the first annual Guilford Creek Week. Lenny helped with the Kick-off Cleanup with the Greensboro Swarm. The cleanup took place at Greensboro's Latham Park and had 80 volunteers in attendance including coaches, staff and players from the Greensboro Swarm. Volunteers removed 66 bags of trash from the stream. Lenny was also in attendance at the Aquatic Field Day event in Guilford County's Northeast Park. Volunteers participated in a creek cleanup and removed trash from Buffalo Creek. GUILFORD P .. EEK WEEK PIEDMONT TRIAD WATER QUALITY PARTNERSHIP ANNUAL REPORT Lenny at Forsyth Creek Week During the week of March 15 - 25, 2018, Lenny the Lifeguard attended four events during the sixth annual Forsyth Creek Week. Lenny the Lifeguard made an appearance at the Family Fishing Fun event at the River Oaks Community Church in Clemmons where family fun including face painting, craft tables, games including Backyard Bass, a casting game. The Family Fishing Fun event attracted 104 participants of all ages. Lenny also visited with 340 preschoolers during appearances at three libraries within Forsyth County. 9, • FORSYTH CREEK WEEK By The Numbers 1732 total participants 106 bags of trash collected 97 pounds of drugs dropped off 10 PIEDMONT TRIAD WATER QUALITY PARTNERSHIP ANNUAL REPORT Outreach Efforts In FY 2017-2018, the PTWQP outreach efforts in the community included participation in more than 100 events reaching 33,359 children and adults. Community outreach is a wonderful way to increase awareness about protecting water quality. Our mascot Lenny was busy in this fiscal year, participating in festival events, visiting local elementary schools and just popping up unexpectedly within the four county area! Promotional items distributed by members included litter grabbers, litter bags, tattoos, coloring books, key chains, shopping bags, pens, rain gauges, tire gages, oil funnels, stickers, activity books, Scoop the Poop and Lenny stickers, pencils, and bookmarks. The PTWQP and Stormwater Smart (PTRC) organized a summer reading program to be conducted in various libraries within the following counties: Guilford, Forsyth, Randolph, Alamance, Davidson and Rockingham. The PTWP donated a total of 41 stormwater books to the libraries, along with materials for water quality themed crafts for participants of the summer reading program. There were more than 726 participants in this summer reading program. Our partners participated in some amazing events this year, which included Great American Cleanup, Big Sweep, Forsyth Creek Week, Guilford Creek Week, Earth Day, Litter Sweep, NASCAR Day, Arbor Day, Cal Ripken Major60 World Series Baseball Tournament, fall festivals, local classroom and library presentations. Pesticide credit classes were held in Forsyth County with a total of 133 people attending. In Randolph County, two electronic recycling and hazardous waste collection events collected 56,146 pounds of e-waste, 216.4 pounds of medicine and 1,738 pounds of plastics. I AN PIEDMONT TRIAD WATER QUALITY PARTNERSHIP ANNUAL REPORT FY 2017-2018 Social Media Outreach Social media engagement allows interaction with individuals in the communities we serve. Visitors are intrigued by our weekly trivia contest. The number of likes for the Lenny the Lifeguard Facebook page increased to 206, up 6 from last year. To continue to increase traffic on Facebook, Twitter and Instagram, regular trivia questions are posted and all printed material includes the website and social media outlet information. Lenny's fan base consists of 70% female and 30% male in Winston-Salem, Greensboro, Clemmons, High Point, and Kernersville. In addition to the Facebook page, the Twitter page had 51 followers and posted 1177 tweets in fiscal year 2017-2018. On Instagram, Lenny has 100 followers and 249 posts. Present at the meeting were Roseann L'Esperance, Co -Chair, Anita Simpson, Recording Secretary, Kristin Williams, Interim Co -Chair, and Joy Sparks, Treasurer. Joy Sparks represented Greg Patton. 1. Call to Order: Roseann L'Esperance called the meeting to order. 2. Attendance: Members in attendance signed roll call for voting recordation. A quorum was present (14 member governments). Approval of Minutes: A motion was made by Emily and seconded by Wendi to approve the April 6, 2017 meeting minutes. The motion passed by unanimous vote. Social Media Updates: Emily presented the July 19, 2017 social media report as follows: Facebook 197 Likes Fans 70% Female and 30% male (Fans from Denmark and South Africa) Top 5 cities Winston-Salem, Clemmons, Greensboro, High Point, and Kernersville Instagram 58 followers 225 posts Twitter 47 followers 1007 tweets • WXII News 12 continues to follow Lenny • Nature Cat (PBS kids' TV show about understanding nature) now follows Lenny the Lifeguard on Twitter. One episode actually focused on storm drains. 6. YouTube Update: Anita shared the following results for both Lenny and the PTWQP YouTube sites: Lenny: 931 total views, 2 subscribers Top 2 videos: Lenny the Lifeguard at SWFLL (Clip 2) (13% of all views) Lenny the Lifeguard at SWFLL (Clip 1) (10% of all views) PTWQP: 876 views, 8 subscribers Top 2 videos: Lenny the Lifeguard Animated Ad 2016 (43% of all views) Stream Health (17% of all views) Roseann reminded members to send all information regarding events to Emily to post on the Facebook page. 7. Cornhole Board Update: Danny brought one set of the finished cornhole boards to the meeting and said all of them would be finished later that day. Roseann informed the Partnership that each municipality should contact Danny directly to make arrangements within the upcoming week to pick up cornhole boards in Burlington. Roseann will send out a reminder to members to do so. PIEDMONT TRIAD WATER QUALITY PARTNERSHIP ANNUAL REPORT 8. Alternative Advertising Option: Roseann passed around copies of the three ads that ran in La Noticia for the 2017 campaign. Full color ads ran 13 consecutive weeks which began on March 15t and ended May 24t", there was a bonus article which ran on April 191", and their readership 67,500 readers per week, with circulation of 18,000 copies per week. Roseann suggested the possibility of pursuing this advertising at a later date, as it is our only outreach to the Hispanic community. However the survey response didn't show a lot of support for this endeavor. The cost for this project was $1872. 9. Mini -Allocation Updates (a) 2017 Forsyth County Cal Ripken World Series Emily reminded the members that at the April 2017 meeting the Partnership decided to contribute an additional $500 to place an ad in the Cal Ripken World Series Program. The series will begin 151 week of August. Emily stated that the advertisers have received the image and printing will begin shortly. Emily said that she will get us a copy of the programs when they are printed. Joy asked for confirmation of the dates of the tournament to which Emily replied August 3rd through August 10th. In addition, Emily passed around photos of the banner purchased with the funds from the Forsyth County min -allocation. (b) 2017 Guilford County Stormwater Control Measures Worksho Anita reported that Greensboro, Jamestown, High Point and Guilford County created and held a stormwater control measures workshop on June 8, 2017 at the Jamestown Civic Center. With over 40 attendees, the workshop was very successful. The workshop ran from 11:00 am to 3:00 pm. All attendees were given a welcome packet with the agenda, presentation handouts and an exit survey upon signing in. Workshop presenters were Hanna Pettus -Smith (Guilford County Cooperative Extension), Justin Gray (Guilford County Stormwater Management), Peter Schneider (City of Greensboro Water Resources), and Mitch Woodward (Wake County Cooperative Extension). Comments for the exit survey included: "awesome training" and "need more SCM workshops," etc. The committee provided lunch for all attendees. Roseann suggested that instead of having mini -allocation projects/purchases, the partnership could work with each County Cooperative Extensions to have this workshop in the coming year. Anita volunteered to share her committee's ideas, processes, what worked (or didn't), and any other information to those interested in having this type of workshop. 4 15 PIEDMONT TRIAD WATER QUALITY PARTNERSHIP ANNUAL REPORT Roseann informed the Partnership that Justin Gray was no longer with Guilford County and would no longer be a member of the PTWQP. He left the County to join Water Resources in Greensboro. (c) 2017 Randolph County Mini -Allocation Joy stated that Randolph County used their mini -allocation funds to purchase a Prize Wheel that was given to the Keep Randolph County Beautiful organization. The Prize Wheel includes numerous questions and facts regarding stormwater pollution, water quality, etc., and included the PTWQP logo and the Lenny logo. Anita requested a photo of the Prize Wheel from Joy. (d) 2017 Alamance County Mini -Allocation Roseanne confirmed with the Alamance County members that they did not use mini -allocation funds for a project during the 2016-17 year. Roseann started a discussion whether to continue with mini -allocation. Lunches for 4 workshops in 4 counties is the same amount of money allocated to mini -allocation funding ($2,000). She asked that we keep this in mind when the survey results are discussed later in the meeting. 10. Bowling Alley Advertising: Kimberly stated that the contract between the Partnership and the High Point Bowling Center was negotiated, whereby the current static ads will be shown on all monitors and Lenny Days would be held at the bowling alley. Anita asked if High Point was the only member working with a bowling alley. Roseann said she couldn't get those she had contacted in Forsyth County to respond. 11. Outreach Materials for New Members: Roseann stated that there was miscommunication regarding materials for new members and therefore would not be discussed today. It was therefore removed from the agenda. 12. PTWQP Website: Roseann said that the Partnership's website is old and that we need a new website and someone who is willing to oversee it. Anita asked if anyone would like to finish researching options and to maintain a new site. Wendi volunteered to help and Anita stated that she will need someone to be responsible for it since she no longer has the time to dedicate to the website. Roseann asked Wendi if she would be willing to tackle this and she said agreed to do so with the caveat that if it became too much for her, we could revisit options. 13. 2018 Topic Campaign: Roseann stated that although we voted for litter as a topic campaign, details had not been decided. Roseann received a couple of links for ideas and 2 scripts from Emily for a cigarette butt commercial. She added that we would have to run the 16 PIEDMONT TRIAD WATER QUALITY PARTNERSHIP ANNUAL REPORT scripts by Carlos to see if they will fit within the 30-second time frame. Roseann will email the Partnership copies of the 2 scripts. A meeting will be scheduled with Carlos. 14. Leftover Giveaway Distribution: Kristine informed the Partnership that all giveaways that had not been picked up would be distributed to members after the meeting. 15. PTWQP Survey Results: Kristine passed out copies of the internal survey results. The survey was written by the Executive Committee and administered through Survey Monkey. Links to participate in the survey were sent to the voting member of each municipality. Results indicated the members valued TV advertising most, followed by workshops, small giveaways, advertising in the Hispanic community, and then shared items. Both sponsorships and mini - allocations were rated lowest. With regard to the question of continued commitment in the Partnership, Kristine informed everyone that Greensboro is not sure if they will continue. Roseann stated that in addition to Forsyth County not being sure, Rural Hall was not sure either. Kristine stated that this survey is helpful in trying to determine the future of the Partnership. Kristine presented a detailed and informative history of the partnership for the benefit of all current members. 16. Budget: Kristine asked Joy if she was prepared to revise the budget, and if all members agreed, we would approve the adjusted income of $53,000 instead of $54,500 (since Rural Hall won't be billed). The Executive Committee will meet to work out the details prior to our October meeting. Greensboro will work on how to arrange the initiatives and where the money will be spent. Once that is formalized, Greensboro will send it out via email in October, since we are just approving the income. Then Greensboro can take it to City Council. D.J. made a motion for Joy's idea, Roseann asked for those in favor, and the motion carried with no opposition. Roseann confirmed the budget is passed. 17. Election of Officers: Roseann asked if anyone wanted to be Co -Chairs after which discussion ensued. It was explained that only Greensboro and Winston-Salem had designated educators and that is why those rolls had been historically filled by employees from those two municipalities. Because of that discussion, it was unanimously agreed that as holders of the money and all that entails that the new IA should include Greensboro as a permanent co-chair or executive committee member. Wendi questioned the responsibilities and time commitment required of the co-chair position. Kim read the current general descriptions of Executive Committee positions. Roseann explained that the job description was primarily leg work and following up on all the details generated by the meetings. Wendi expressed sincere interest in a position on the executive committee. Kristine explained that the roll of chair and vice chair had evolved into co-chair positions, but we could re -institute the position of vice chair, raising the number of the Executive Committee to 5. Kristine said we PIEDMONT TRIAD WATER QUALITY PARTNERSHIP ANNUAL REPORT could fill the Vice -Chair this year if we choose to, as long as Greensboro remained in the loop. Joy asked for this year if Greensboro did not want to be Co -Chair and Kristine responded that they were willing to continue as Co -Chair for the next year. Libby made a motion to keep our existing structure in place for the next year. The motion was seconded by Danny. Joy said before the vote, that since we have Co -Chairs would Wendi be interested in the Vice -Chair position, since it was an open position. Frank amended the motion to elect Wendi as Vice -Chair and the motion was seconded by Emily. Roseann asked if all were in favor and there was no opposition to this motion. Kristine and Roseann proposed looking into creating job descriptions, which would not affect election of officers at this meeting. Libby suggested that the Bylaws include that the Chair of the Executive Committee has the responsibility to assign duties. Joy said that Bylaws can be amended during regular or special meetings of the Partnership but that it requires at least a 2/3 majority vote. Joy stated that the Executive Committee is comprised of the Officers. Anita suggested that as long as Greensboro is providing 99% of the services and funding, somebody from Greensboro should be Co -Chair and suggested Kim or Kristine. Kristine agreed that Greensboro would act as co-chair for the next year and should retain membership on the executive committee. 18. Change in Membership: Frank James stated that, due to budget constraints, Rural Hall will not renew its membership for 2017-2018. Although Frank will be retiring in August, he would like the town of Rural Hall to remain on the Partnership's mailing list in the event it may rejoin in the future. 19. In Memory of LaVelle. Roseann asked the group if they had any ideas or suggestions regarding a way the Partnership could honor LaVelle. Amy suggested participating in a Memory Tree Program, which would have to come from member donations. Other suggestions included buying a tree outright and then planting it ourselves, or purchasing a stormwater education model with an engraved memorial to LaVelle for each County School Board. Roseann charged everyone to come up with a suggestion of how to honor LaVelle. Frank asked if there is a location suited for planting a tree for this situation. GSO Beautiful does trees and pavers with specific locations where maintenance is provided. Anita reminded the group that if they make a decision along these lines that trees/pavers would need to be in Greensboro for the benefit of LaVelle's family. Anita suggested pavers at the Bogg Garden through GSO Beautiful as well. Joy asked if we still want to do something educational, Kristine said yes, we could buy things for that purpose. Anita suggested purchasing Stormwater DVDs as an option or another model of some sort. Libby looked up info on the Memory Tree and stated that they were $100 each (can choose type of flowering trees; 25 gallon). Joy suggested giving more time to research and think about it. Kristine said that the NCAWWA Education Committee is trying to put together a scholarship fund 18 PIEDMONT TRIAD WATER QUALITY PARTNERSHIP ANNUAL REPORT in LaVelle's honor. Anita asked if we all decided on something personally, could the Partnership still do something else to honor LaVelle. If we decide to personally do something out of pocket, one of the group would be responsible for handling those funds since GSO cannot funnel those types of funds through the Partnership. It was agreed that out-of-pocket funding of a memorial and funding something educational by the Partnership. NEW PTWQP Website: Wendi updated the group on the status of the new Partnership website. Wendi stated she would send out the link to the website to for all to view and comment. Carlos stated that he still has copies of all the ads and commercials for the Partnership whenever we are ready to upload them to the new website. Wendi informed the group that if we want Google analytics and to continue to be connected with the old domain name, it would be $5.00 per month (or $60/year). Wendi stated that the website has good options available depending on specific needs and budget. Anita stated that the Partnership is currently paying $95/year for the current website which is not user friendly. Although the current website is currently suspended due to a billing error which is being researched, future discussion will be held regarding completely dropping it. Anita asked if Wendi would gather information about all options included in the $5.00/month charge and also the $10.00/month charge. Roseann asked Wendi if she could have that information ready before the next Executive Committee meeting so a decision can be made prior to the January 2018 meeting. Anita stated that she remembered that one of those options would allow us to purchase the domain name we want. With the current "old" website, if we use another hosting service, we will have to pay process/service fee to link that domain to the new website. Emily stated that the other options provide more space for uploads and pictures than the free site. Wendi also stated that the free website posts ads on your webpages, however, neither Wendi nor I have seen this occur. Not having random ads (pop-up or other) is best for the Partnership's website. Roseann concurred by stating that we have the budget to purchase our own domain name which will give us control over what appears on the site. 7. 2018 Topic Campaign -Litter: Roseann gave the floor to Carlos who passed out copies of 3 different scripts drafted for the litter campaign: (1) Litter —Special Glasses, (2) Litter— Litterer, and (3) Litter —Cigarette Butts. Carlos read through the ads giving his interpretation and how he envisioned the ads. After all ads were reviewed and discussed, the group voted to go with the Litter — Litterer ad. These ads will run February through April of 2018, which will include Earth Day. 8. Giveaways: Latoya stated that the "litter grabbers" will be distributed at the end of the meeting. Anita volunteered to take Jamestown's litter grabbers to them. Although the Partnership logo was not included on the litter grabbers (too large), the phrase "If it hits the street it's in the creek" was imprinted on the handles. 9. Creek Weeks: Roseann told the group that Guilford County is planning a Creek Week for 2018. Anita stated that the Guilford County Creek Week will occur during the same week as Forsyth and Durham creek weeks. Laura Smith with City of Durham came up with the idea of all creek weeks being held during the same week by pooling our efforts and promoting each other at the same time and possibly draw in other counties to participate as well. Currently, the following municipalities conduct Creek Week: Forsyth County, City of Durham, City of Raleigh, Town of Wake Forest, Alamance County, and Guilford County. The goal is to promote Creek Week statewide, i.e., "The 1-40 Creek Week: From the Mountains to the Sea." The 2018 Creek Week will be held March 171" through March 24t" (Saturday through Saturday). Anita stated that since the City of High Point is within four counties, High Point could promote more than just Guilford County Creek Weeks. Wendi stated that Kernersville is in 2 counties and they would be willing to promote in both Forsyth and Guilford counties also. Roseann suggested it would be important to include promotions of all Creek Weeks being held within the Partnership area. 10. Interlocal Agreement: Kim gave the group an update on the Interlocal Agreement. One of the topics previously brought up about the Interlocal Agreement was the renewal timeframe. A lot of our knowledge and experience with the Partnership will leave with Roseann when she retires at the end of 2018. One of the things that has been proposed is that the next IA not be for 15 years but for a shorter period of time. What would be an adequate amount of time for renewal and also consider efforts with regard to the COG so efforts are not duplicated. Joy stated the she has contacted Lindsey Lengyel with the COG and proposed a meeting for January 2018 between the COG and PTWQP Executive Committee. PIEDMONT TRIAD WATER QUALITY PARTNERSHIP ANNUAL REPORT It was suggested that the renewal period be 5 years with the option to auto -renew for another length of time. Roseann stated that having a renewal option would allow us to amend membership to the Partnership as needed to keep the agreement current. Anita and D.J. suggested shortening the renewal option from 10 years to a shorter period of time. Emily stated that she was in favor of Anita's suggestion that after the first 5-year expiration, automatic renewals be set at 2 years. D.J. also stated that we would still have a maximum time limit set in order to review and/or update the Interlocal Agreement. Roseann called for a vote to shorten the initial Agreement be for 5 years with the option of 2-year automatic renewals for a total of 10 years. The vote was unanimous for these new contract terms. 11. Forming a Program Committee: Kim stated that Latoya is new to the City of Greensboro and has taken over for LaVelle, which LaVelle served as a Co -Chair for the Partnership. Kim stated that Greensboro does not feel it has to retain a Co -Chair position with the Partnership, however, if the Partnership wants this, they will continue. Kim stated that she did not want the Partnership to feel as though Greensboro is taking over a Co -Chair position for 15 years. Kim stated that the Co -Chair position is open to the entire Partnership and does not have to be a City of Greensboro employee. However, Greensboro would like a caveat to this: that the Partnership implement a Program Committee with a Chair being a Greensboro employee. This Program Committee would consist of those who would like to serve on it and the committee would bring forth recommendations to the Executive Committee as to what type of programs and budget needed for implementation. Basically, the Program Committee would meet and come up with program ideas and budget requirements that would be presented to the Executive Committee and then the whole Partnership. Roseann stated she liked the idea of a Program Committee, however, she thought considering that Greensboro is an integral part of this program she thinks it goes without saying that they retain one of the Co -Chair positions. Anita agreed with Roseann since the finances and other Partnership matters are handled by Greensboro. Roseann stated it was essential for Greensboro to be "at the table" as opposed to "sitting back and listening in." D.J. agreed that Greensboro should remain as one of the Co -Chairs as well. Roseann asked for a show of hands and all agreed that Greensboro remain as one of the Co -Chairs. Roseann restated her interest in a Program Committee that would meet (in person or virtually) approximately 4 to 5 times a year and then a member of the Program Committee would make those recommendations to the Executive Committee and the Partnership as well. Kim asked if we could preliminarily ask if anyone would be interested and Emily asked what would it would be entailed. Kim elaborated on what the Executive Committee spent most of its time on: what activities should be considered and what should our campaigns ads should look like, etc. This would be a permanent committee (as opposed to subcommittees in the past) who would be responsible for making recommendations to the Executive Committee ideas for annual campaigns, giveaway recommendations, and suggestions on how to spend any excess funds. This committee would also allow for input from those outside the Executive Committee, which is PIEDMONT TRIAD WATER QUALITY PARTNERSHIP ANNUAL REPORT important. Kim asked if anyone was interested in being part of the Program Committee and Emily, Amy, Kelsie and Teresa volunteered. 12. Future Focus of the Partnership: Roseann stated that the Executive Committee decided not to sponsor anymore athletic events or special events, especially in just one community: no more area specific events. Future focus will be good for all across the board, regardless of what we do. Anita stated that the Executive Committee also decided to end the Mini -Allocation option. The group will need to pick one topic, one workshop, etc. that can be held in each community, with the exception of this year. Unfortunately, the mini -allocations created more work on the part of the Greensboro Water Resources staff. Discontinuing the mini -allocations will streamline Greensboro's process for procurement and expenditures. Kim asked if considered replicating the Guilford County SCM Workshop in other counties and Anita responded that she'd like to since it went over so well. And, the groundwork for the workshop already exists and we have the Partnership's Citizen's Guide to Stormwater which can be given out at these workshops. Anita stated that even if all 4 counties agreed to having workshops there could be variations with which stormwater control device could be focused upon, i.e., depending upon the area/location of the workshop. And, that they all would not necessarily have to be conducted on the same day, but anytime that fits that County's schedule. Workshops can be held on different dates from each other. Roseann asked if there was any interest in replicating this type of workshop throughout the 4 counties and other than a few Guilford and Forsyth County members, there was not much interested. Joy said that Randolph County members would have to discuss further before making a decision about holding an SCM Workshop. Roseann suggested we continue to look at it and possibly consider it for next year. After it was noted that there was little interest in the SCM Workshop idea, Anita asked if we all had to do the same workshop or event, what is left for us to do? Roseann stated this leaves only lawn care, which is unfortunate. Emily said she was interested and asked a few questions. Wendi stated that it's hard to predict how successful it will be unless you have one, and that these type of workshops would be a very valuable program. Roseann recounted the comments made by several attendees at the Guilford County SCM Workshop, which were all positive. Roseann suggested that the Program Committee find a workshop that they can bring to the January 2018 meeting that will be beneficial and easily accommodate for all to run with next year as an alternative to an SCM Workshop if the interest is still low. Roseann said she would retrieve the Partnership banner from the bowling alley in Winston-Salem and asked Wendi if she would get the one from the took care of bowling alley in Kernersville. Emily said that she would obtain the banner from the Clemmons ballfield when they take it down in March 2018. Anita mentioned the ads on DVD that was given to the bowling alley in High Point and asked if it was okay to leave it with the bowling alley whether or not they use it (this was agreed upon). Anita mentioned that High Point would still have Lenny Day at the bowling alley (complete with Lenny!) but would "rebrand" the event as a High Point event. 13. Budget: Joy passed around copies of the modified budget after the Executive Committee met earlier regarding cutting back, increasing, etc. Rural Hall did not re -up for 2018/2019 so our dues will be $53,000. For this year, we will run the animated Lenny the Lifeguard commercials in December and purchase more of the die -cut Lenny bookmarks as giveaways, which totals approximately $10,000. Topic campaign advertising was increased to $40,000, La Noticia remains at $2,000, radio advertising increased to $6,000 and giveaways increased to $3,600. Joy informed the group that her figures are off from Greensboro since the last time it was balanced 2 years ago, so therefore, unable to provide an exact final figure. Joy and Wade will continue to work with the budget to get it balanced. Roseann asked for a show of hands to approve the budget and budget was approved. 14. In Memory of LaVelle. Roseann reminded the group that at the previous meeting it was discussed purchasing a Memory Tree in honor of LaVelle. Roseann then asked the group if all were on board with this and all agreed. Roseann said she would send out an email the following week with the details. Roseann said to send all checks to Latoya c/o Greensboro Water Resources made out to the City of Greensboro. (Note: Due to the deadline for ordering the Memory Tree, Roseann requested that any donations be sent directly to her since she would order the tree using her funds.) 15. Website Update: Wendi informed everyone that the Partnership no longer has the website address www.piedmontwaterguaIity.org. Roseann confirmed that neither she nor Kim were able to access the previous web host to renew the account because the account was in LaVelle's name. Wendi said we are currently using Wix.com and will be able to create a new 27 PIEDMONT TRIAD WATER QUALITY PARTNERSHIP ANNUAL REPORT domain and select our hosting option ($14 per month), to which the Executive Committee had previously agreed. A new website will be obtained at that time. Roseann suggested that we discuss further promotion of the new website during the next Partnership meeting, and possibly inviting Nandrea Ward of Media Placement Services to attend and weigh in. Wendi stated that she needs to finish updating the current website and requested that if any of us have events we would like to place on the website, to please send that information to her. Additionally, Joy reminded everyone that the Convenient Calendar can also be used to post events. 7. History and Future Focus of the Partnership: Roseann stated that the "History of the Partnership" document previously emailed to everyone was created one year after the Partnership was formed and may be beneficial to the membership going forward. Roseann also asked the members if they had a chance to review the "Going Forward" document. Since there were not any suggested changes or corrections to this document, D.J. made the motion to accept the documents "as is" and Eric seconded the motion. 8. Piedmont Triad Regional Council / Stormwater Smart: Roseann informed the members that the Executive Committee had recently met with Lindsey Lengyel, Environmental Programs Coordinator for the Piedmont Triad Regional Council (PTRC), to see if there was some way the Partnership could collaborate on a joint project. Lindsey had the idea of working together with the local libraries within the four counties on their summer reading programs. She stated that this year's theme for the libraries is "Libraries Rock." A couple of her ideas included (1) purchasing a book for each of the libraries entitled "Tap, Tap, Boom, Boom,"; and (2) a Project Wet activity called "Thunderstorm," where children can create homemade, inexpensive instruments, a "Rain Cloud in a Jar," or sun catchers with water drops. (Lindsey also recommended another book titled "The Legend of Rock, Paper Scissors.") Joy suggested adding a stormwater component to the library reading program which would show litter getting into streams, etc.; something that would tie into water quality. Lindsey suggested using Project Wet's "Amazing Water," a one -page laminated sheet that looks like a maze and kids try to get colored drops to flow through the maze. As the water flows through the maze, it picks up different colors representing different pollutants. Roseann asked if the Partnership was interested in collaborating with Stormwater Smart in a summer library project that would overlap all of our areas. A unanimous vote was in favor of working together on this project. Roseann said that prices and logistics would be worked out later. D.J. checked and said hard copies of the book can be purchased for $6.99 each. Joy asked how long the programs would be and Lindsey said they are usually anywhere from 45 minutes to an hour. Wendi stated that all libraries have the same program during the summer nationally. The summer reading programs begin in June. Wendi brought up the issue of Forsyth County not being a member of the PTRC/Stormwater Smart. Roseann stated that Lindsey was fine drifting into Forsyth County in some capacity. 28 PIEDMONT TRIAD WATER QUALITY PARTNERSHIP ANNUAL REPORT Lindsey said that one of things agreed to was bringing on an AmeriCorp member and offering instruction for those interested in getting their Environmental Educator Certificate and to get hours for professional development; and, that there is no overlap in Forsyth and most of Guilford counties. Latoya stated that the Program Committee would work with Lindsey on the logistical portion of the project. Roseann suggested the Program Committee contact Lindsey to set up a meeting to discuss the details. Roseann also suggested that the Program Committee select a "point person" so the Executive Committee would know who to contact with questions. 9. Social Media Marketing Proposal: In December, the Executive Committee met with Nandrea Ward of Media Placement Services to discuss a more detailed strategy for our social media marketing. Latoya asked if everyone understood what the social media marketing campaign was about, and the options contained therein. She further explained the three different options, what each contained, the price of each option, and that the focus of the campaign would be litter. The run schedule will be February through April for the litter campaign. Roseann told the members that she had worked with Nandrea in the past and that Nandrea was creative in getting items donated for that particular campaign (doggy doolies (?), car washes). Joy suggested emailing the Media Placement Services information to everyone with a deadline for responding. Roseann stated that everyone would be mailed information on all options after the next meeting with Nandrea, and that there would only be one week to respond since this is time sensitive. D.J. stated that no responses should be considered the choice of the Executive Committee. 10. Litter Campaign: Carlos previewed the commercial for the litter campaign for the members: a 15 second and 30 second versions. Latoya pointed out that we will need to change the website address contained in the commercial to the new one once it has been established. The consensus was that both versions of the commercial were fantastic! 11. In Memory of LaVelle: Roseann informed the members that donations received in memory of LaVelle afforded the Partnership to purchase two Memory Trees and donated $100 to LaVelle's church in her memory. Roseann thanked everyone who donated and also stated that Martha Wolfe had also contributed to the memorial. Lavelle's daughter will be notified of the memory tree gifts. 12. Program Committee: Teresa stated that the Program Committee came up with a couple of campaign ideas and Kelsie stated that the committee agreed that a litter workshop would not be possible. Some of the ideas included an (1) an article series by each municipality to be published within individual municipality websites, agriculture co-ops, PTWQP blog section of its 29 PIEDMONT TRIAD WATER QUALITY PARTNERSHIP ANNUAL REPORT website, etc.; (2) cigarette butt "voting machines" in public spaces, to which Emily explained how this worked in the United Kingdom and said there is a pilot program in Arkansas (the cigarette butt "machines," i.e. receptacles, are trademarked); and (3) Amy suggested a series of atypical laminated litter -related posters that contained factual information about cigarette butts, Styrofoam cups, plastic bags, etc. that the public may not be aware of and presented in an eye- catching way. The Program Committee, in the end, was more in favor of the poster campaign. Roseann asked that those in favor raise their hands and the majority vote was in favor of the poster campaign. Roseann said it would be ideal if posters could be available prior to Creek Week and Amy said they would work on the posters. Amy said that the Program Committee's pick for the 2018/19 topic campaign is sediment and asked if anyone had other ideas. A show of hands was in favor of sediment for the next topic campaign. Joy said the last sediment campaign happened over 6 six years ago. Emily broached the subject of giveaways for our events and how pens are always sought after. Amy added that future giveaway items do not have to take up a lot of space or be cumbersome, or necessarily have to be tied to a particular campaign. Roseann stated that this issue of purchasing more pens has been brought up before and that there was not a lot of interest, even though most agreed it is the first item that gets taken by the public. Future orders of pens would have the new website address imprinted. Roseann asked for a vote of purchasing pens annually as giveaways and the majority vote was for purchasing pens on an annual basis. Anita asked if purchasing pens every year regardless of campaign would be acceptable; Latoya and Joy responded affirmatively and Roseann stated that if there is something more particular that lends itself to a specific campaign, then we would order that item as well. Roseann asked if there was anything else from the Program Committee and Teresa replied that they would work on coming up with ideas for the litter posters. 13. Interlocal Agreement: Latoya stated that she would be submitting the Agreement to the City of Greensboro legal department for finalization, and then send out to all municipalities. She stated that they currently did not have a timeframe for how long the legal review process will take. Joy asked what we would do if the new agreement is not executed prior to the old one expiring on June 30. Joy asked if the Partnership could still spend money and Latoya said she would discuss all concerns with Kimberly Sowell. 14. Budget: Joy stated there was nothing new with the budget, except one remaining discrepancy that needs to be discussed with Wade (Greensboro Finance). 15. Additional Advertising Locations: Roseann asked if there was any other business that needed to be addressed before adjourning and Wendi stated that the DMV have ads running in their locations and wondered if we would be interested in advertising at these locations. Roseann asked if anyone was interested in gathering information for creating a stormwater/bingo/water trivia fun and games app. Lindsey stated that if we were not in the position to take this on now, would we be okay with the Stormwater Smart taking it on and simultaneous approval was voiced by the members. 17. Website Update: Wendi stated that although the Partnership is dissolving, the website has been updated and will remain up because the Partnership previously paid for 2 years' web hosting. Although the new web address appears on Facebook and Twitter, it has not been advertised by the Partnership (logos on giveaways advertise the old website). 7. Alternative Advertising Option: Roseann handed out copies of the campaign statistics to each of the members. This round of advertising included three ads that ran in La Noticia for the 2018 campaign. Full color ads ran for 13 consecutive weeks beginning March 7th and ending May 301h, and a bonus article ran on April 18th. La Noticia has 67,500 weekly readers with a circulation of 18,000 copies per week. 8. Piedmont Triad Regional Council / Stormwater Smart Summer Reading Program: Joy stated that as of Wednesday, May 16th, Lindsey Lengyel provided a list of the reading programs that have been confirmed by the following libraries. ➢ Alamance County 2 libraries confirmed ➢ Forsyth County 2 libraries confirmed ➢ Guilford (including Gibsonville) 6 libraries confirmed ➢ Randolph County 2 libraries confirmed Lindsey informed Joy Stormwater Smart was still working on completing the schedule but the programs listed above have been confirmed. Latoya stated that the books have been ordered and received in Greensboro and will be delivered to Lindsey on the 41h of June; and that Lindsey has already purchased all other supplies needed for the summer reading program. Latoya also stated that Lindsey will insert labels on the inside of the books with Stormwater Smart and the Partnership information. Roseann asked Latoya to have Lindsey email her the statistics of the summer reading program as the program progresses so the membership will have that information in order to comply with respective stormwater permit educational requirements. 9. 2018 Spring Litter Campaign: Roseann said that the spring campaign was absolutely phenomenal and highly recommends Nandria Ward (Media Placement Services) to those who may want or need media services in the future. Campaign television ads were placed during prime time viewing as opposed to early morning and on children networks. In one instance, an ad was not shown during one of the schedule time slots. This was rectified by showing the ad twice within one hour's programing during Big Bang Theory and Young Sheldon. 10. Proposed Campaign for 2018-2019: Roseann informed the membership that the Executive Committee has suggested the remainder of the Partnership's budget be allocated toward a campaign for the 2018-2019 fiscal year. Latoya confirmed the budget balance as of that morning in the amount of approximately $36,777. Roseann stated that, although the PIEDMONT TRIAD WATER QUALITY PARTNERSHIP ANNUAL REPORT Partnership would not be active next year, we will still be advertising which will cover the outreach requirement for that year. The proposed campaign was included on the back of the budget and distributed to the members. The suggested campaign is to alter the current litter ad to a children's version. Emily asked if Media Placement Services would be the distributor of the campaign and Roseann confirmed it would be. Roseann asked the membership if they were in favor of letting the Executive Committee work it out with our media folks and to schedule running the ad after July 1st so it will count toward the 2018-2019 year. This campaign may be a mix of social media and television advertising but will defer to the professional contractors. Roseann asked for a show of hands to pursue this endeavor and all were in favor. 11. PTWQP Television Ads: Roseann asked if everyone had copies of all of the Partnership's television ads thus far or wanted copies of the ads. Most of the ads are available for viewing on the Partnership's YouTube channel as well. Roseann said that we could make copies of the ads available in a format that can be aired on local television or municipal stations. D.J. stated that he was not sure what the format of previous DVDs, but this year's litter campaign DVD format plays on Archdale's public TV station. D.J. stated he would like to have the others in that format because previous formats of the commercials would not play on his local stations. Latoya told D.J. that Greensboro has the commercials in movie format. Roseann asked if members would like an electronic version of the commercials. Latoya stated that she has requested IT to create a Dropbox to send out 9 files, and also including some of the older commercials that were produced by others. Anita said that High Point had copies of all DVDs except for the last 2 campaigns, and would like to have electronic copies of all of them and DVDs of the last 2 campaigns. Roseann stated that if each member has a specific request for DVD, electronic, or both, to email Latoya directly. 12. Clean Streams Workshop: Roseann announced that there will be a Clean Streams Workshop in the fall of 2018 and can be counted toward the coming year's annual reporting. 13. Future Group Option: Roseann stated that it has been suggested possibly forming a group for future compliance measures that meet once a year to pick a campaign and let a media service handle it. There would be no overhead and whatever funds available would be spent entirely on the advertising, providing there are enough members and funds. Roseann said that no one has to make a decision on this anytime soon as the next year is being covered by the Partnership. 14. Roseann asked who was in favor of letting Lenny remain in Clemmons and it was unanimously voted in favor. Emily informed the group that she had the banner used during the Cal Ripken Baseball Tournament if anyone would like to borrow it, even though it has the old Partnership contact information at the bottom. 15. Annual Report: Roseann asked if everyone has provided Anita with their Annual Reporting forms for this year where any Partnership materials were used. Anita stated that she would need the forms by June 30t", and that the Annual Report is currently being compiled. Emily asked Anita if she had received the information regarding the Cal Ripken Baseball Tournament, which she had not (it was previously sent to Latoya). Anita asked if Emily would send her the information to include in the Annual Report. Roseann informed the group that there would not be a formal Annual Report distributed for the 2018-2019 year. However, as TV campaign information becomes available it will go out to the group in the form of raw data. Media Placement Services will send all statistics to Anita for distribution to the Partnership at the end of the campaign period. 16. Stormwater Smart: Roseann informed the group that Stormwater Smart will be having a meeting at the Piedmont Triad Regional Council in Kernersville on June 12t", where information regarding advertising, fee structure, networking, etc. would be discussed. Roseann reiterated that the Partnership, although dissolved, will have a campaign for 2018-2019. Several members of the Partnership stated that they would be attending this informational session. 17. Approval of the Final Meeting Minutes: Roseann stated that the final meeting minutes will be forwarded to the membership and that a "no response" from any member would constitute a vote for approval. Anita said it would be a few weeks before she could transcribe the minutes, however, once distributed, there will be a deadline of one week to approve or disapprove the minutes. 18. Parting Comments: Roseann told the membership how much of a pleasure it has been working with them over the last 15 years. It gave her the opportunity to work with other people with like-minded ambitions and goals, and has been the second best thing in her career while working with the Stormwater Department (Creek Week was first!).
