DMWMA December 5, 2019 Mr. George Hauser Public Works Director Town of Lewisville 6510 Shallowford Road Lewisville, NC 27023 Dear Mr. Hauser, Thank you for asking the Piedmont Triad Regional Council (PTRC) to assist the Town of Lewisville in mapping stormwater infrastructure and developing an online database to house all future data. This inventory will provide your department and others with a number of benefits including easier maintenance, management, mapping, and reporting, saving the Town of Lewisville significant time and money. The following proposal and contract letter outlines the PTRC's recommended scope of services, schedule, and anticipated costs associated with this project. Project Staff Primary staff for this project will include Cameron Colvin (Water Resources Planner), Danica Heflin (Environmental Coordinator), and Malinda Ford (GIS Manager). PTRC may utilize an intern to assist with field data collection. If so, PTRC will ensure that they are properly trained to provide data consistency and quality. Scope of Work The PTRC proposes to provide the following services and deliverables to fulfill the Town of Lewisville's stormwater mapping needs: 1. _Database Confizuration $4,700 Working closely with the Town of Lewisville, the PTRC will develop a custom GIS database to house all stormwater infrastructure data collected over the course of the project. Data layers and attribute fields will be based on ESRI's Local Government Information Model (LG1M) and customized according to the Town of Lewisville's specific needs. Where possible, PTRC staff will convert and incorporate existing data from subdivision plats to save time and effort. Deliverables: Custom geodatabRse and associated layers and attribute tables to house Town of Lewisville stormwater infrastructure data. Infrastructure Mapping $15,900 Based on data provided by the Town of Lewisville, there are approximately 14 miles of curb and gutter throughout the Town. This includes approximately 564 catch basins and an uncertain number of stormwater manholes, culverts, and outfalls. Based on PTRC's experience with similar projects, we estimate that this will require approximately 24 days of fieldwork to acquire the necessary data. NC 27294 " (336) 904-Q300 MtTMW L 001M - DMcttlTM DMEMA PTRC staff will conduct up to 24 days of fieldwork surveying stormwater infrastructure within the Town of Lewisville's jurisdiction, including all catch basins, yard inlets, culverts, stormwater manholes, and outfalls. PTRC staff will record each feature's GPS location using a Trimble GPS unit, along with the following descriptive attributes, to provide a detailed and consistent dataset: Feature Attributes Catch Basins Type, invert depth(s), material(s), diameter(s), direction(s), visual condition, (Curb Inlets) condition description, and any additional comments. Yard Inlets Type, invert depth(s), material(s), diameter(s), direction(s), visual condition, condition description, and any additional comments. Manholes j Type, invert depth(s), material(s), diameter(s), direction(s), visual condition, condition description, and any additional comments. Culverts Type, material, diameter, direction, structure type, visual condition, condition description, and any additional comments Type, material, diameter, direction, structure type; flow presence, pollution, Outfalls receiving stream, visual condition, condition description, and any additional comments: In addition to the attributes listed above, a high -resolution photograph will be taken and linked to each feature, showing all pipe connections. In instances where stormwater connections cross town limits, PTRC will trace these features to their source or outlet. Deliverables: Collected data points for all catch basins, yard inlets, culverts, stormwater manholes, and outfalls within the Town ofLewisville, including location, attributes, and photographs. 3. Data Cleanup & Digitization $4,500 PTRC staff will review all collected data to ensure quality assurance/quality control (QA/QC), including spatial accuracy and alignment, and attribute descriptions. Stormwater pipes and connections will be digitized according to collected inlet and outlet locations and descriptions. Each pipe will have an associated diameter, material, and flow direction, which will enable the Town to trace stormwater flows from the point of origin to the surface or stream outfall. Deliverables: Reviewed data and digitized stormwater pipes and connections. 4. Final Deliverables/Data Sharing $4,200 Stormwater infrastructure data collected by the PTRC will be formatted into a concise and user-friendly shapefile(s), geodatabase, and/or online map, and delivered to the Town of Lewisville at the completion of the project. The PTRC will work with the Town of Lewisville to ensure a format that can be sustainably maintained and updated as needed in the future. Deliverables: Formatted layers, geodatabase, and/or online map of all collected infrastructure data. Page 2 of 3 *PIEDMONT TRIAD REGIONAL INCIL; 13" CARWLLTDN CROSSING DRIVE KERNERSVILLE, NC 27294 (336) 904-0300 Project Schedule The following timeframes shall apply to the project: Timeframe Task Jan - Feb 2020 Configure database in coordination with Town staff March - Sept 2020 Complete fieldwork to collect infrastructure data Oct - Nov 2020 Clean up data and digitize remaining features Dec 2020 Deliver infrastructure data to Town staff for review & approval To every extent possible, the PTRC will work to ensure deliverables are completed under budget and ahead of schedule. Costs and Billing Schedule The PTRC local technical assistance program is designed to provide the highest quality professional services at the least cost to our member governments. Unlike private consulting firms, we do not make a profit by providing these services. We are, however, required to cover our costs. The total budget for this project is not to exceed $30,000, which includes travel expenses not to exceed $700. Invoices will be sent quarterly as work progresses. If certain scope of work elements are not necessary to complete or are supplanted by existing data, a reduction in billable expenses may be requested by the Town of Lewisville by an amendment to this agreement. We are prepared to begin work on this project in January 2020 and would anticipate completion by December 31, 2020, if not sooner.
