The Project is located in a rural setting within a mixed -use commercial and multi to single-family residential area in Waynesville, Haywood County, North Carolina (See attached Waters
of US and Protected Species Report). The Project is bordered on the west by Russ Ave. (Hwy 276), north by Jule Nolan Dr. and south by Maple Grove Church Rd.
The Project consists of an open grassed field, pasture with undeveloped wooded areas along the north, and more hedge row wooded areas along the west, east and south boundaries.
Adjacent land parcels include a combination of commercial buildings and multi to single-family residential dwellings

4h. Explain the purpose of the proposed project:*
The proposed project is a private charter school, K5-12, with a proposed student population of 650. The school is presently operating at another leased site and are relocating to this
site as a permanent home. The school will require a building, 2 stories in height, including administration offices, 50+ classrooms, a gymnasium, and required restroom facilities. The site
will include a teacher/visitor parking lot, a student parking lot, and appropriate parent stacking lanes for student drop off and required bus lanes and bus parking.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The site is located on a parcel which rises in elevation at moderate to steep slopes (up to 2:1) toward the center of the parcel from the adjacent roads (Russ Ave., Jule Noland Dr.). The
school building will be located near the center of the site with associated parking and drives for drop-off stacking surrounding the building and accessing the site from Russ Ave. The
area where the eAsting wetland is located will need to be impacted to provide an amenity area due to lack of open, usable space on the property.

1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
The Regional Conditions do not allow WOUS impacts due to Stormwater ponds, forcing a site plan change. This limited the open areas available for
school playground amenity site as well as the steep sloping topography, except for the wetland impact location. See attached avoidance and mitigation
figures 1-2, in Misc. section
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
The limit of disturbance will be staked and construction fence installed to create a physical barrier from the project site prior to earth moving activities.
Double row silt fence will be utilized at the downstream ends of the project to ensure no impacts to the wasting stream on the adjacent property. Silt
fence will be installed along the upstream project limit in the wetland area to ensure no additional to the wetland beyond the property line.
Once grading commences, the dam of the proposed BMP will be stabilized using erosion control matting and seeding. The pond outfall will be
designed with outlet protection to diffuse flow prior to leaving the site, upslope of the stream on the adjacent property per NCDEQ requirements.
