The North Carolina Division of Water Resources conducted an inspection of the Rogers Energy Complex
on 7/22/2020. This inspection was conducted to verify that the facility is operating in compliance with
the conditions and limitations specified in NPDES WW Permit No. NC0005088. The findings and
comments noted during this inspection are provided in the enclosed copy of the inspection report
entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Tim Heim of the Asheville Regional Office performed a Compliance Evaluation Inspection of the facility
and associated record keeping and datasheets on July 22, 2020. Steve Hodges (Environmental
Coordinator and BORC) of Duke Energy was present at the time of the inspection. Mr. Hodges has
resumed station environmental responsibilities at the Rogers Complex after the previous Station
Environmental Coordinator departed.
David Bridges remains the ORC and Crystal Robertson is BORC and lab manager. Jeff Joyce is
assuming the role of Station Manager.
This facility includes three Grade II biological "package plants" that process domestic wastewater from
plant restrooms and discharge via internal outfalls to the newly constructed physical -chemical (PC)
WWTP, which in turn discharges via NPDES Permit NC0005088. At the time of the inspection, the
three package plants ("Unit 6 Admin," V5"and "FGD 6 Domestic") were active and appeared well
maintained and operated. The physical -chemical WWTP, which commenced operation in April 2019
has replaced the existing Ash Pond for treatment and discharge of all internal waste streams and
discharges via Outfall 005. Facility staff report that the new WWTP is operating in a satisfactory
manner.
Ash Basin Outfall 002 is now being piped to a "yard drain" and discharged via Outfall 005.
Seepage at the facility is being addressed under a Special Order of Consent (EMC SOC WQ S17-009)
which will expire on or before June 30, 2022.
Current ongoing projects include the construction of a bioreactor unit for the Unit #5 FDG Scrubber
wastewater.
The facility appeared to be in compliance with Permit NC0005088 at the time of the inspection.
