The NEWWTP permitted hydraulic capacity is 2.475 MGD. To bring their daily average to 100% by month's end, the County needed to operate the NEWWTP between 90% and 95% for the final week of June. At 10:00 a.m. on June 23`d, H2GO was notified by John Nichols that the County would be restricting bypass flows from the Belville WWTP to the County's Clairmont LS. Not only were flows restricted by throttling a valve, but the valve was closed on more than one occasion between 6/23/20 and 6/26/20. H2GO was forced to either, 1) knowingly exceed our permit limitations, both hydraulic and treatment capabilities of the Belville WWTP, which would have caused wash -out of the clarifiers and probable violation of discharge limitations for TSS — and possibly BOD, DO, and ammonia; and/or 2) implement emergency pump -and -haul operations to transfer raw sewage from the Belville WWTP to the County's Rice Creek LS. On Wednesday, June 24, it was my decision to implement emergency pump and haul operations without permit in -hand in lieu of probable wash -out of the Belville WWTP and significant environmental impacts resulting from overflows and discharge of partially treated wastewater. Flow through the County's NEWWTP was 2.23 MG on 6/26/20. So, while the County ran their plant at 90% on 6/26/20, H2GO pumped and hauled nearly 288,000 gallons to the County's Rice Creek LS. The County's actions to reduce flows from the Belville WWTP to the NEWWTP, including closing the valve at the Clairmont LS, restricting our ability to transfer flows in excess of the Belville permitted capacity is creating serious operational problems and potential environmental consequences. Pump and haul operations are necessary to avoid exceedance of the Belville W WTP operating permit; to avoid potential system overflows; and to avoid discharge of partially treated wastewater to the Brunswick River.
