There is no other area in the vicinity of the pond that will allow us to discharge the pond (positive outflow) without encroaching minimally into the AEC. The 700 SF of Vegetated Filter seems very minor. However, we have revised the pond permanent level so that we can discharge as required by DWQ and have Zero (0) disturbance in the AEC. I believe you are familiar. I have also contacted Robb Mairs, as you can see in below email. We were informed that the project may be kicked into a Major CAMA Permit due to a very small portion of a Vegetated Filter begin within the 75' AEC Setback. I believe we should be able to avoid this. The small, approximately 700 sf of grading within the AEC line is for a Vegetated Filter (Sod). We are proposing zero (0) impervious within the AEC, only the DWQ required Veg Filter. In the below emails Robb states we are proposing development within the AEC. That is not the case, just a very small portion of uniform slope vegetated filter. Specifically, the level Spreader will be an 18" poured concrete strip to create a level lip to encourage sheet flow over the downstream Vegetated Filter, constructed per the NCDEQ Stormwater Design Manual. The location of the actual concrete level spreader is 28-30 feet outside of the 75' AEC line. The only portion of our disturbance in the AEC is for the required Vegetated Filter that receives Sheet Flow from the level spreader. The Vegetated Filter extends approx 8-10 feet inside the 75' AEC line. The area within the AEC for the filter will be minimally and carefully graded and sod will be installed at a uniform slope to allow Sheet Flow. Also note, the level spreader and filter strip are designed to receive only the pond State WQ Outflow from the Drawdown Orifice. In this case the Drawdown Orifice is a 2.5-inch orifice, which when active carries 0.11 cfs of flow to the level spreader and Filter Strip. Please let me know if you need additional information or need to discuss. We do not feel that this small area should require a Major CAMA review or Permit. Thanks, T.
