Dear Mr. Lucas:
On July 14, 2020, Paul DiMatteo of the Division of Water Resources (Division), Winston-Salem
Regional Office met with you to conduct a Compliance Evaluation Inspection of the above
referenced wastewater treatment plant.
This inspection consists of (1) a review of the permit and accompanying documentation to
determine compliance with permit conditions, and (2) an on -site inspection of the system. The
attached inspection form notes the areas that were evaluated for the inspection, with any items
requiring your attention outlined in the following paragraphs.

Paul DiMatteo of the Division of Water Resources met with Drew Lucas to walk the plant. All
components have been turned off since early 2017 and no waste water has flowed through the plant.
Some of the aeration basins are holding rainwater while others are dry. Of particular note:
- Mr. Lucas said that they were hoping to sell the facility to another industry. If that happens, the new
industry would likely not need the entire treatment capacity offered by the plant, and some minor
modifications may be needed. They might also explore connection to Eden with pretreatment and
eliminating the permit.
- Some components could be turned back on with minimal effort, while others might take considerable
maintenance and repairs. Specific repairs would be determined after the type of industry that would
occupy the facility becomes known.
- The former polishing ponds were converted to fresh water ponds and would likely need special
consideration before accepting wastewater. Mr. Lucas said that the ponds' combined influent chamber
and effluent pump could be converted to bypass the pumps and send wastewater to the effluent
chamber.
