Division Records and Renewal Application: The Division received Permittee's timely request to
renew (Standard Form 2A). Although BIMS indicate a complex wastestream [-70 Domestic /-30%
industrial], Taylorsville WWTP does not have a pretreatment program.
Stream — Discharge from WTP for Outfall 001 is into Lower Little River [Stream Segment 11-29-(5.5)].
The segment is not currently listed as impaired in the 2018 North Carolina 303(d) List. This segment is
currently classified as WS-IV.
Compliance History: No enforcements since 2010. One incident in 2014: digester force main cap
failure caused unauthorized bypass.

Toxicity -All tests this permit cycle were passed.
In stream monitoring - No instream monitoring is currently required. The level B model for this facility
indicates that secondary limits will protect the receiving stream and no instream monitoring was
recommended.
RPA - A Reasonable Potential Analysis (RPA) was conducted on Copper, Chlorides, Cyanide, & Zinc
effluent parameters data because Discharge Monitoring Reports (DMRs) reported concentration above
method -detection levels (MDLs) for the past four and one half (4) years (Jan 2016 -December 2019). [See
attached RPA summary sheets.]
• Zinc, cyanide, and chlorides showed no reasonable potential to violate state water quality standards
(WQS). Monitoring for these parameters has been removed from the permit.
• Copper showed no reasonable potential to violate state water quality standards (WQS). However,
since the maximum predicted Copper concentrations based on current data is greater than 50% of the
allowable concentration, quarterly monitoring will remain in this permit.
Changes to previous permit:
• Regulatory citations for permit requirements have been added throughout the permit.
• The language in section A.(3.) has been updated to be consistent with the finalization of federal
requirements for electronic reporting.
• Winter ammonia limits added
• Review of eDMR data showed no potential for chlorides, zinc, and cyanide to exceed water
quality standards. Monitoring for these parameters has been removed from the permit.

Review of data also showed limited potential for copper to exceed water quality standards. The
requirement to monitor for copper will remain in the permit, but monitoring frequency has been
reduced to quarterly.

I appreciate the opportunity to review the subject draft NPDES permit and have included my
response below in bold to satisfy the new paperless standards.
I concur with issuance of the above permit as I have no appreciable expertise in implementation
of the Clean Water Act requirements and have minimal understanding of the information
provided. As a result. I have no basis for opposing the permit.
(The nearest downstream raw water intake for a public water system is associated with the City of
Statesville and is located approximately 18 miles downstream.)

waters.
