I'm still looking into this. I think the Town can focus on getting their application in on time, and we will handle the re -
rate separately. Their TN allocation won't change with higher flows (unless they buy more). But they have some work to
do before we can raise their permitted flow:
• they'll probably need an EAA (in particular, a flow justification),
• we'll either have to re -model the discharge with the higher flow or freeze permitted loads,
• they need to explain how they are going to meet BOD and other limits at higher flows — extra hydraulic capacity
is not the same as extra treatment capacity,
• they'll also have to explain how they are going to meet their TN limit — they aren't meeting it now, how will a re -
rate make it better?, and
• Ron is looking for a rule or policy he says would require them to upgrade their lagoon if they make
improvements; I'm not familiar with it, but I'll see what he comes up with.
For now, don't mention these other issues. I'll work with Ron and get you a better response to work with, in the next
few days. Thanks.

Hello, Mr. Weaver.
We spoke last week regarding the town of La Grange's NPDES Permit Renewal Package, and I wanted to thank you for
your help with that and follow up with a few additional questions.
La Grange's WWTP, which is located in the Neuse River Basin, has an (unconfirmed) hydraulic capacity that is much
higher than the permit limit. Therefore, although the flow is still below 1.0 MGD, we wish to submit a request for a re -
rate of the WWTP to increase its the permitted flow.
We are not requesting permit limits be changed other than flow, and the only bottleneck is a few pumps which would be
upgraded to the modified flow limit, if re -rated.
In order to complete/submit this re -rate request:
• What information needs to be provided?
• What analyses need to be done?
• Should this re -rating request be submitted separately from NPDES Renewal Package?
