Mr. Reed,
Please accept this letter as the Town of Laurel Park's receipt of a Notice of Violation (NOV-2019-PC-
0605) on August 29, 2019 for violations of the Town's MS4 permit conditions and official documentation
of our intent to address the items outlined in the NOV letter. We have prepared a resolution demonstrating
support for a compliant stormwater management program for the Laurel Park Town, using the sample
provided, which was adopted September 12, 2019 during the Town Council meeting.
Laurel Park Administrative staff is currently reviewing DEQ's standard self -audit template and engaging
appropriate staff across Town departments for their assistance in completing the audit. The Town plans to
conduct the self -audit by the end of October. After which with the help of DEQ's Stormwater
Management Plan template, the Town will begin to develop a plan specific to our program. This new plan
will address compliance deficiencies detailed in the EPA MS4 Program Inspection Report, as well as
those identified during the aforementioned self -audit.
Upon notification that the submitted Stormwater Management Plan is acceptable to DEQ, the Town will
submit an application for a new NPDES MS4 permit (while allowed 30 days for this application, the
Town plans to have the application largely completed during DEQ's review of the Stormwater
Management Plan).
We look forward to working with you as we move forward to complete the action items outlined in this
letter and the NOV. The Town of Laurel Park remains committed to implementing a stormwater
