4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
This site is an agricultural field. A swale enters the site from the vilest and runs east and south to where it eventually ties into Juniper Branch (off site). A small vegetated fringe is located
along the stream in the southern part of the site. Part of an open water pond is located in the northern part of the site. Adjacent land use is a mix of agricultural fields residential
development, and forested land.

The purpose of the project is to construct Phase 2 of an eAsting residential subdivision to serve the housing needs of the community. Impacts to a marginal wetland area are needed to
install utilities and a road.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The residential subdivision will contain a total of 21 single-family lots. Roads, utilities, and on -site septic systems are also proposed. The limits of disturbance will be cleared of
vegetation. Roadways and utilities will be installed. Then home construction will occur. Track hoe, loader, dump truck, bob cat, and other standard construction equipment will be used.

The USACE approved the PNG delineation for their project area (see attached map), but we do not have the Action ID number. LMG recently delineated the larger project area outside
of the easement. Our JD request package was emailed to the USACE on 7-22-20. PNG also obtained a Riparian Buffer Determination for their larger easement. No channels within the
site are subject to buffer rules (DWR 18-1640; see attached).

The engineer minimized impacts as much as possible during the site design of the project. Impacts to the upper end of a wetland finger are needed to
construct a road and utilities. The road is positioned to tie in from the eAsting right-of-way location in Phase 1. Avoiding the wetland area mould
require making a hard turn to the north and the loss of several lots, which is not economically feasible. The area to be impacted is regularly mowed
and wetland hydrology is marginal.

The developer will obtain stormwater and sedimentation and erosion control permits prior to development.

The NC Natural Heritage Program database was used to determine the presence of rare species. No federally listed species are known to occur on or
within one mile of the site. The entire site except a small area adjacent to the stream is fields. Wetlands are mostly mowed. The small forested area in
the southern part of the site may support appropriate roosting habitat for the northern long-eared bat. Trees on site will not be impacted by site
development.
