I understand that this does not relieve the collection system owner from complying with G.S.
143-215.67(a) which prohibits the introduction of any waste in excess of the capacity of the
waste disposal system.

consisting of 86 total single family lots. "Phase 2X is comprised of 15 lots and will be the first build of six
phases (Phase 2A - Phase 2F). The anticipated flow of "Phase 2A" is 5,400 GPD. Once construction
is completed, all sewer lines will be owned by the Town of Carthage and all waste water will flow to the
Moore County Water Pollution Control Plant; WWTP Facility Permit #: NC0037508.

a. The proportion and amount of Obligated, Not Yet Tributary Daily Flow (C) accounts for
20.5 % and 0.0654 MGD of the Available Capacity (E) in Pump Station
McCaskill ; and that
b. The rate of activation of this obligated, not yet tributary capacity is currently approximately
0.01 MGD per year., and that
c. A funded Capital Project that will provide the required planned capacity, namely
Backwash Recycle Improvements is in design or under construction with
planned completion to December 2019 ; and/or
