DENR. WATER QUALITY
WETLANDS AND STORMWATER BRANCH
Subject: REVISED: Edwards Branch Watershed Improvement Project
Post-Construction Year 1 & 2 Monitoring Report
City of Charlotte Umbrella Stream and Wetland Mitigation Bank
Charlotte, North Carolina
Dear Ms. Jones:
The City of Charlotte Storm Water Services (CSWS) is pleased to present a comprehensive monitoring
report for the Edwards Branch Watershed Improvement Project (EBWIP). This monitoring report contains
Post-construction Year 1 monitoring information for Southgate Branch as well as Post-construction Year 2
monitoring information for Edwards Branch. This report also includes information on BMP performance
and water quality sampling results.
Based on the report prepared by S&ME, CSWS has been successful in meeting the goals of the Mitigation
Credit Proposal for the components of the EBWIP constructed to date. The third and final phase of the
project is currently in the planning process, and implementation of this future phase is expected to further
improve water quality conditions in the Edwards Branch watershed.
Stream Mitigation Credits
Although CSWS continues to have minor problems with easement violations and erosion, the overall stream
restoration projects in the watershed continue to improve in function and are trending toward stability.
CSWS addresses issues discovered through periodic inspections and annual monitoring as the need arises
and this will continue in perpetuity. Table 1 details the credit release summary for 2007.
Edwards Branch Main Stem
The Edwards Branch stream channel experienced some erosion over the first and second year of monitoring,
and this erosion and subsequent repairs were noted in the 2006 monitoring report. While the main channel
continues to trend toward stability, a preventative maintenance project has been initiated to ensure long-term
success of the project. Based on the Year 2 thalweg survey, CSWS is requesting a 10% release of the total
thalweg length of Edwards Branch into the City's bank. The total credits requested equal 358.94.
Southgate Branch
Southgate Branch continues to trend toward stability, however the stream has not developed enough habitat
features to reach a score of 115. CSWS is withdrawing the request for credit releases from this reach for
2007.
Sheffield Park RelocationSheffield Park Relocation continues to trend toward stability. Based on the Year 2
thalweg survey, CSWS is requesting a 10% release of the total thalweg length of Sheffield Park Relocation
into the City's bank. The total credits requested equal 28.07.

Watershed Improvement Credits
No watershed improvement credits are being requested at this time. Following the completion of the
Sheffield Park Wetland repair and retrofit, watershed improvement credits will be requested for downstream
influence on Edwards Branch. Following the completion of Winterfield Tributary Restoration and Willow
Park ED Basin repair and retrofit, watershed improvement credits will be requested for downstream
influence on Winterfield Tributary.

Sheffield Park Relocation Year 2 280.70 10% 28.07
Total 387.01
Note: Table 1B from the report has been updated and attached to this cover letter.
Credit Adjustments
Annual monitoring of the EBWIP has resulted in varying thalweg lengths, possibly due to changing thalweg
length or survey artifacts. In the 2006 monitoring report, CSWS accounted for these changes by adding or
subtracting the differerence from the total number of credits requested. Rather than adjusting the credit on
an annual basis, CSWS would like to suspend any further credit adjustments until the project is closed out.
At that time, the final credit releases will account for all changes in survey length for all previous monitoring
years. Therefore, no credit adjustments are requested for this year.
Summary
The Edwards Branch Watershed Improvement Project has had demonstrated success in improving water
quality on a watershed-wide scale. Success has been documented through extensive monitoring of the
project, and the results are presented in detail in the mitigation monitoring report. CSWS hereby
requests that 387.01 credits be released into the City's bank.
