PART III - EVALUATION AND RECOMMENDATIONS
The permittee, Lincoln County, has submitted plans and specs
in efforts to properly permit the treatment unit capabilities of
the existing wastewater treatment plant. The facility was
originally issued an Authorization to Construct for a 0.035 MGD
facility. However, a 0.076 MGD (as stated by the operator)
treatment plant was installed. The submittal of the subject plans
and specs is an attempt to receive an Authorization to Operate the
existing facility.
The 0.076 MGD treatment capabilities of the existing facility
was stated by the operator and the plans and specs do not appear to
be sealed by a Professional Engineer. The Permits and Engineering
Unit should insure the design capabilities of the existing
treatment units.
If the plans and specs properly represent the existing
facility, then it is recommended that the Authorization to Operate
