Your comments and corresponding responses are summarized below: Division of Energy, Mineral and Land Resources 1. Please ensure that the percent impervious area for the project is calculated correctly (Section IV, 81. Per the Soil Weighted CN Values calculation pages in the stormwater management report, there will be 5,54 acres (5.38 + 0 + 0.10 + 0.06) of BUA within the project area in proposed conditions and the project area is shown as 9.59 acres, resulting in a percent BUA of 58% whereas 63% is shown in the Application. Revise as needed for correctness and consistency. The numbers have been updated. We have separated the different bypass areas and their corresponding impervious areas. The impervious for the entire property is 58% whereas the impervious for what drains to the pond is 66%. 2. Per the NC Surface Water Classification Map, the receiving stream appears to be NeiRs (Neals) Creek (Section IV, 10). You are correct. This has been corrected. 3. The drainage area to the proposed wet pond is shown as 8.55 acres in Section IV, 10 of the Application and Water Quality & Surface Area Calculation page whereas on plan sheet SW-02 and on the Soil Weighted CN Values page the drainage area is shown as 8.18 acres. Revise as needed for correctness and consistency. The drainage area column of Section IV, 10 should be an accounting of the entire drainage area to the proposed SCM. 8.18 acres to the pond is correct. This has been corrected. 4. Please break down the "Other" type of BUA for the drainage area in Section IV, 10. The storage lots can be considered "On -site Parking" and the access road can be considered "On -site Streets". It is noted that basic dimensioning for the BUA is provided on plan sheet C-02, however, the information provided in the calculations and Application should be verifiable on the plan sets (Section VI, 8i). Please either provide callouts showing the type and area of each BUA or a BUA table similar to the one in Section IV, 10 of the Application. Also, the total BUA for the site, as shown on plan sheet C-00 (177,643 sf) does not coincide with the rest of the submission. See revised site data table and application with reconciled values. 7. Please delineate the wetlands on the plans or provide a note stating that no wetlands exist. Provide documentation of the qualifications and identity of the individual who made this determination (Section VI, 8m). We are requesting a letter from our environmental consultant documenting this and will forward ASAP. 8. Please initial the items from Section VI, 9-11 if they are included in the submission. See updated form. 9. Section IX is not required since the Applicant is the Property Owner. With your permission, I will cross out this item in red pen on the original, signed copy. If that is not acceptable to you, please provide revised original signature pages without Section IX signed. That is fine. Thanks. 10. It does not appear that sufficient impervious area is being treated in the proposed SCM (15A NCAC 02H .1002(43)). In order to meet the definition of runoff treatment, "the volume of stormwater runoff generated from all of the built -upon area of a project at build -out... is treated in one or more primary SCMs." The only areas not treated are small portions of the entrance driveways in the current and future configurations. The actual impervious area not collected (shown in bypass area #3) is a programmed amount that will likely be reduced once that property is developed. 11. The pond cross-section on plan sheet C-05 appears to have the bottom/sediment storage top elevations for the main pool and forebay switched. Revise as needed for correctness and consistency. This has been corrected. 12. The cross -sectional area of the main pool at elevation 307 appears to be incorrect (Pond Volumes calculation page). Revise as needed for correctness and consistency. This has been corrected. 13. When calculating the volume of the main pool and the forebay, the sediment storage area should not be included. Revise as needed for correctness and consistency. Additional depth was provided at the pond to account for this_ 14. The project narrative states that the project area is 6.32 acres whereas the Application indicates that the project area is 9.59 acres. Revise as needed for correctness and consistency. The narrative has been revised to explain the total site including future development, which is 9.59 ac. 15. The entrance of the forebay must be deeper than the exit of the forebay (Wet Pond MDC 5b) and both the entrance and exit of the forebay must have at least 6 inches of sediment storage (Wet Pond MDC 3). Both the entrance and exit of the forebay are located on the "bottom" (not the sides) of the forebay. Please refer to Figure 5 in Part C-3 of the Design Manual for clarification. This has been adjusted. 16. The concrete riser detail on plan sheet C-05 shows the pond bottom elevation as 384. This has been corrected, 17. Please correct the following issues with the Supplement-EZ Form: a. Cover Page: i. Lines 7-10 -Vegetated setbacks are only required from "blue line" streams as shown on the USGS topographic map. Since there aren't any on or around the project area, these items are not needed. ii. Re-sign & seal the cover page. Make sure to provide the original hard copy in the resubmission. b. Drainage Area Page: i. Entire Site Column: 1. The entire site column should be a listing of all of the BUA that will exist within the project area post -construction. 2. Line 7 - This item should be a summation of the items of Line 10. 3. Line 10 - Ensure that these values correspond to the values and types shown in Section IV, 10 of the Application. 4. Line 16 - Ensure that this item is calculated correctly and corresponds to Section IV, 8 of the Application. 5, Lines 17-19 - These items are not required for the entire site column. ii. Drainage Area 1 Column: 1. The drainage area 1 column should be a listing of all of the BUA that will exist within the drainage area to the proposed SCM post -construction. 2. While it is no-t required, it is recommended that the depth of the forebay be increased to reduce the chance of resuspending sediment and to reduce the frequency of required maintenance. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: Please ensure that the percent impervious area for the project is calculated correctly (Section IV, 8). Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to July 10, 2020, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW6200501 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
