Modifications to the stream channel were performed to repair areas of lateral erosion, bed scour, overbank erosion, structure collapse, and back eddy scour. Additionally, multiple beaver dams were removed from the channel during construction. The locations of the originally proposed and completed repairs are described on Figures 1-4. Photos describing the pre-construction and post-construction conditions at selected locations are attached for your reference. Stream repair and stabilization efforts were performed by North State Environmental (NSE) of Winston Salem, NC, during the period July 8, 2008 through July 18, 2008. Soil & Environmental Consultants, PA (S&EC) performed site visits during construction to observe repair and stabilization activities and provide contractor guidance as necessary. We have also performed site meetings before, during, and following construction with various representatives of the Town of Morrisville including a site walk through on July 16, 2008. Immediately following construction, areas disturbed with heavy equipment were seeded and mulched to prevent erosion. Most repaired stream banks were stabilized with sod mats following localized grading efforts. In areas where more extensive grading (including the construction of a floodplain bench) was conducted, CF-7 coir and excelsior Pagel of 2 Morrisville Community Park Stream and Buffer Restoration Site August 13, 2008 Soil & Environmental Consultants, PA Project No. 6798.1) 10 matting was used to provide temporary stabilization. In conjunction with stream bank stabilization, NSE utilized live stakes of Black Willow (Salix nigra), a species which was naturally common along the repaired stream reach before the repair effort. We expect both the disturbed areas within the stream buffer and the stabilized portions of the stream bank to naturally revegetate without conducting supplemental planting. However, as part of this year's monitoring efforts we will assess these areas in late 2008. If at that time supplemental planting of woody species is deemed necessary a supplemental planting plan will be developed and implemented. As of the date of our most recent site visit on Wednesday July 30, 2008, the proposed repair and stabilization construction efforts appeared stable. Please be aware that the fiscal year July 2008 through June 2009 will serve as Year 5 of the required monitoring for the Morrisville Community Park Stream and Buffer Restoration Site. The repairs made to the stream channel and the vegetation within disturbed areas will be inspected periodically throughout the duration of the Year 5 monitoring effort. Based on our site observations to date, it is our opinion that the stream stabilization and repair work performed at the project site and as described above is in keeping with our design intent. It is also our opinion that this work was performed in general accordance with the construction activities described in the Morrisville Park - Stream Repair and Stabilization Plan dated October 18, 2007. We appreciate your assistance on this project to date. Please contact us if you have any questions or comments regarding this letter. Sincerely, Patrick K. Smith, .E. N.C. License No. 25525"1-.
