Dr. Miller —the facility received its first NPDES permit on 7/30/1982.
Technical notes in the file from the 1987 permit renewal document the discharge as "existing". Unfortunately, the old
effluent data isn't available.
I believe that 1994 is the limit of our electronic records. The current permit & compliance database (BIMS) replaced the
old mainframe system that was in place when NC0022691 was first issued. I don't know if anything before 1994 was
imported into BIMS from the old system.
The community existed before 1982, as there is a permit limits worksheet in the file dated "5 July 1976". It is likely —
though not provable with the records I have - that the community (and its discharge) existed in 1980.

My name is Jonathan Miller and I am a Post -Doc at NCSU working under Dr. Dan Obenour. My current project
is a nutrient watershed loading model that is part of the NC Collaboratory and will be used as part of a report to
the NC legislature later this year.
I have a simple question about the NPDES facility- Autumn Forest Manuf. Home Community (NC0022691). State
reporting only goes back to 1994, but would you have any information if the community existed before that
time? Are there records showing when they first started discharging?
In general, they are a small discharger that will not greatly affect my model, but it would be nice to know if they
were discharging back as far as 1980. It would affect if I can include certain data was collected downstream of
that site in the 1980s.
