SUBJECT: CAMA Dredge/Fill Permit Application for Dawn Gagne, Currituck County,
North Carolina.
Biologists with the North Carolina Wildlife Resources Commission (NCWRC) reviewed the permit
application with regard to impacts on fish and wildlife resources. The project site is located at 2182 Pike
Road adjacent a man-made canal leading to Knotts Island Bay within the Carova Beach subdivision. Our
comments are provided in accordance with provisions of the Coastal Area Management Act (G.S. 113A-
100 through 113A-128), as amended, Sections 401 and 404 of the Clean Water Act, as amended, and the
Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et seq.).
The applicant proposes to dredge a man-made canal and construct a new bullhead on a vacant lot. The
180' by 40' section of the canal would be mechanically dredged to -4.5' NWL, placing the spoil on the
property outside the 30' AEC. A 197' bulkhead would be constructed an average 5' waterward the shore,
filling approximately 832 ft2 of Section 404 wetlands and fringe coastal wetlands. Knotts Island Bay and
the man-made canal are classified SC by the Environmental Management Commission.
The NCWRC has reviewed the permit application and has taken into consideration the project and its
impacts to wildlife resources. To minimize the loss of shallow water habitat, we request the applicant not
square off the western end of the bulkhead with a 90-degree corner, but rather a 45-degree edge much like
the other lots within the subdivision. This would reduce fill of shallow water habitat and lessen the
restrictiveness of the mouth of the canal for navigation.
