Dear Mr. Tankard:
We provide this document as the Town's Quarterly Progress Report, in compliance with stipulation
2. (b) 6) of the subject SOC.
Since our last quarterly report the Town is moving forward with two construction projects that will assist
them to become compliant. Contract No. 20 is a Sewer Rehabilitation Contract with Bridge Point Civil,
.LC, which will reduce I/1 tributary to the WWTP. Contract No. 16 is a WWTP Improvements Contract
with Ralph Hodge Construction, which will improve the WWTP's ability to handle the flows tributary to
the Town's WWTP.
At this point most of the work for Contract No. 20 is complete. The new Pump Station been taken through
ifi
startup and tested. It is ready to receive wastewater as soon as the collection system can be certed. The
contractor had to video tape the lines and survey the pipe inverts. He determined he needed to re -install the
sewer from manhole 2 through manhole 6. Manhole 4 had to be replaced. This work has been done. Leaks
For the piping have been stopped. We are awaiting the new survey results and videotaping. A video of the
lines on Ann, Terri, and Lisa streets has shown problems with the line from manholes 6 to 7, 5 to 8, and 4
to 9. These have been removed and replaced. The pipe has been videoed again. A mandrel test will be
conducted in a week to confirm roundness of the PVC pipe. A portion of pipe between manhole 3 and 4
needed some adjustment at a service "Y", based on a video. The contractor made the adjustment and upon
further video inspection the contractor has damaged two joints of DIP. The pipe is scheduled for
replacement on the 23rd and 241h of July. The ductile iron pipe will need to be tested and videoed. After this
testing the contractor must have his surveyor create as built drawings and confirm slopes. At that point we
can provide a partial certification and allow the collection system to be placed into operation including the
pump station. The owner of the Mobile Home Park must tie into the new collection system, before the Town
can legally abandon/demolish their old collection system. The Mobile Home Park Owner who previously
filed a lawsuit against the Town has sold to a new property owner. The new property owner is working with
the Town and has located a plumber. The property owner is awaiting certification before he gives the
plumber notice to proceed.
Work for Contract No. 16 is proceeding. The contractor has made some repairs to the existing center pivot.
The new center pivot has been installed and is being used to water the new grass seed that was planted for

Center Pivot No. 2. Much of the yard pipe for the WWTP modifications has been installed. Two new
irrigation pumps have been installed in the existing pump cans. The potable water lines have been installed,
and all hose bibs have been disconnected from reclaimed water. Reclaimed water piping to the elevated
storage tank has been disconnected. At this point the only water utilization for the treated effluent is via
Center Pivot No. 1, and Center Pivot No. 2. The new effluent storage structure is under construction. The
contractor has recently located clay that can be used for the core of the dike. The Substantial Completion
Date is April 18, 2020. These dates have been missed by the contractor.
The next item scheduled in the SOC is due on or before January 0 The SOC requires the Town to
complete construction on or before that date. The Town has advised the contractors of the importance of
meeting that date.
In the meantime, the Town continues to experience issues with excessive weather related flows. Monitoring
is being conducted in accordance with stipulation 2.
