Greg and I went out there yesterday and agreed with the wetland boundaries as shown on the plans. The elevation
changes immediately at the flagged wetland boundaries with a noticeable change in vegetation and soils. We actually

did get some moisture in the soil, but , not much. We did look at the woodline at either side of the access between the
fields and found that there are two ponds dug in high ground. I included Sheet 4 of 5 to show the ponds. We did
investigate all of the wooded area to ensure that there were no unexpected wetlands. If you look at Sheet 4 of 5 for the
Reclamation Plan, the Excavation Limits are outside of the 145 foot buffer.
After reviewing the site in the field, I have no issues approving this Reclamation Plan, as long as you are in agreement.

You may want to check those coordinates...google earth took me to Hwy 74 near Ellerbe-lol.
Let me know what you find after your site visit...I pulled the LIDAR for the site and it looks like the wetland may be a
little larger/longer than depicted on the plan...also, I just spoke with Emily and she has not received a JD request for the
site. Hal's own report dated November 15, 2019 states that the status of the wetlands onsite is his opinion, and the
wetland delineation has not been verified by the Corps, which is fine, but I think we need to take a closer look at a
couple of areas.
Specifically, I would suggest further investigation within the woodline on either side of the access between farm fields.
Mostly on the northern side where the soils are mapped Johnston loam. Also, there appears to be some overlap
between the excavation area and the wetland buffer (identified as 145 feet) on the plan. I marked up the plan and tried

to scan it so you would see the area, but of course, our scanner is down. I'm sure you have already identified the same
issue in your review.
In the report, the predicted lateral effect of the pit on nearby wetlands is 144.5 feet. Is this typical to site the excavation
boundary so close to the lateral effect line?
Also, I would caution consultants from making declarative statements as to whether or not federally jurisdictional
waters exist on a site, when the Corps has not verified the wetland boundary or issued a jurisdictional determination, as
in this case (see Conclusion section of the report).

ST Wooten has submitted the Reclamation Plan for the first Borrow & Waste Site for the I-5986A project (I-95). Included
with the Reclamation Plan is the Environmental Assessment. The site coordinates are 35.165038, -79.707549. There are
no jurisdictional features within the confines of the proposed excavation as per the EA performed by Hal Owen & Assoc..
I reviewed the EA and found it comprehensive but will take a look at the site later this week.
ST Wooten did request comments by Dec 13 and I told them that would not be occurring.
