Brian, DOT submitted this in November DWQ 09-1207 for a NW 33. Marla Chambers asked for some info on the bent
and the COE issued a NW 14 and 33 for the project. Since DOT had only given DWQ a courtesy copy they need a written
WQ Certification from us. I told Jeremy to submit the memo request to speed up processing time. Sonia will need to
make a change and bill DOT for this. If you have questions, let me know. Mike
