Enclosed is the monthly Storm water Discharge Monitoring Report for May 2020. Orange County is
currently in Tier II monitoring for the facility due to high TSS. There were some minor storm/rain events
during the month of May 2020. A sample was collected from each of the two outfalls at the start of the rain
event on May 28,2020 approximately 30 minutes after it had begun.
Results indicate that both C&D outfall and the MSW exceed the limits of e coli outlined in the County's
NPDES Permit. Analyses are entered on the enclosed Storm water DMR reporting form as well as copies of
both analyses.
The sampling results over the last twelve months for the outfalls have shown high levels of e coli following
periods of low rainfall. The landfill is surrounded by heavily wooded areas and wildlife is frequently spotted
on the landfill property which is the only way to explain fecal coliform presence in the discharge from C&D
outfall. The C&D landfill only accepts construction and demolition debris which should not be a source that
would lead to the presence of fecal coliform. The presence of fecal coliform in the MSW outfall is most
likely from the wildlife as well as the MSW landfill was officially closed in July 2013 and officially capped
with a subtitle D final landfill cap. The rainfall that follows a dry period appears to wash the accumulated
animal droppings to the outfalls.
Orange County continues to monitor the installed BMP's that help to control the amount of onsite erosion
and subsequent discharge of contaminated water. This includes monitoring of the growth of our vegetative
cover and minimizing the amount of disturbed land.
