Most of the area has been covered with gravel for construction. 4b. Explain the purpose of the proposed project:* Cape Hatteras Electric Cooperative (CHEC) proposes to create a connection between their existing onland infrastructure and that on the new Rodanthe Bridge to complete a 115 kV transmission line. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The proposed work includes installing a replacement transmission pole along NC-12 and transferring the aboveground line underground. The conduit for the underground line will be bored from the edge of the Dept. of Transportation (NCDOT) right-of-way to a manhole at the south end of the new Rodanthe Bridge. Construction will include a 10' x 10' bore pit and transmission riser structures near the south end of the bridge. This manhole is currently filled with water and will require dewatering with a sediment filter bag. The manhole should subsequently be filled vdth sand. The total proposed disturbance limit for this utility work includes 1.70 acres. The disturbance area within the CHEC right-of-way will be 0.29 acres and the disturbance area within NCDOT right-of-way will be 1.05 acres. See Erosion and Sediment Control Plans for more details. Low-pressure tracked equipment will be used in all sensitive areas to minimize disturbance. Adjacent wetland areas will be protected by silt fence. No impervious surface is to be added as a result of this utility work. Conduit and pipe for the underground bore will need to be laid out prior to the start of boring. Over 800' of conduit pipe will need to be laid out near the existing underground vault under the bridge prior to the underground bore. Due to limited space in that area, the intent is to float the pipe into the sound. The capped HDPE pipe will float on its own. The pipe will be tied off to the existing bridge piles in the water to prevent it from moving. 4j.
