A scoping meeting for the subject bridge was held in the Transportation Building on
June 20, 1996.

The following comments were either called in or given at the meeting:
Eric Galamb of DEM stated that the waters of Limestone Creek are Class C
Swamp in the project area. He requested that if possible, there be no weepholes on the
bridge. He commented that he would prefer road closure, but if an on-site detour is used,
then the area used be revegetated with native tree species. Normal Soil and Erosion
Control Measures should be used.
David Cox of the Wildlife Resource Commission recommended that the structures
be replaced in place using road closure. Best Management Practices, including Standard
Sedimentation and Erosion Control Measures, should be used. Efforts should be made to
minimize wetland impacts.

Jerry Snead of Hydraulics recommended that the existing bridge No. 14 be
replaced with a 3 @ 3.0 meter by 2.4 meter (10 foot by 8 foot) reinforced concrete box
culvert (RCBC) at the same location and roadway elevation as that of the existing bridge.
A temporary detour would require 3 @ 1800 millimeter (72 inch) pipes. He
recommended that the existing bridge No. 31 be replaced with a bridge approximately 37
meters (120 feet) in length at the same location and roadway elevation as that of the
existing bridge. A temporary detour at this site would require a bridge approximately 18
meters (60 feet) in length. If detour structures are determined to be necessary, both
should have a roadway elevation approximately 1 meter (3 feet) lower than the existing
bridge and should be located to the east of the existing bridges to minimize wetland
impacts.
The Division 3 Engineer indicated a preference for replacing the bridge in place
and detouring traffic along surrounding roads. Local traffic would be detoured along
SR 1700 and NC 241. Due to weight restrictions on the bridges on SR 1700, trucks
would be detoured along NC 241 to Pink Hill and NC 11 to NC 111. He recommended
that the let date of the project be moved up to April of 1999 to avoid as much school
traffic as possible.
Debbie Bevin of SHPO recommended that no surveys be done for this project.
DISCUSSION OF ALTERNATES
Alternate 1:
Replace Bridge No. 14 with a 3 @ 3.0 meter by 2.4 meter (10 foot by 8 foot)
reinforced concrete box culvert (RCBC) at the same location and roadway elevation as
that of the existing bridge. Replace Bridge No. 31 with a bridge approximately 37 meters
(120 feet) in length at the same location and roadway elevation as that of the existing
bridge. Detour local traffic along SR 1700 and NC 241 during construction. Due to
weight restrictions on the bridges on SR 1700, trucks will be detoured on NC 241 and
NC 11.
Alternate 2:
Replace Bridge No. 14 with a 3 @ 3.0 meter by 2.4 meter (10 foot by 8 foot)
reinforced concrete box culvert (RCBC) at the same location and roadway elevation as
that of the existing bridge. Replace Bridge No. 31 with a bridge approximately 37 meters
(120 feet) in length at the same location and roadway elevation as that of the existing
bridge. Maintain traffic during construction using an on-site temporary detour located to
the east of the existing bridges. A temporary detour will require 3 @ 1800 millimeter
(72 inch) pipes to the east of Bridge No. 14 and a bridge approximately 18 meters (60
feet) in length to the east of Bridge No. 31. The detour structures will require a roadway
elevation approximately 1 meter (3 feet) lower than the existing bridge.

subject project (See attached map for project location). The purpose of
these sheets and the related review procedure is to have an early "meeting
of the minds" as to the scope of work that should be performed and thereby
enable us to better implement the project. A Scoping meeting for this
project is scheduled for June 18, 1996 at 9:00 A. M. in the Planning and
Environmental Branch Conference Room (Room 434). You may provide us with
